83146 B. A quorum of the task force shall be required to approve any
84147 final action of the task force. A quorum shall be determined by the
85148 chair of the task force.

87149 C. The task force shall meet at least once per month. The
88150 chair shall call the first meeting and all subsequent meetings shall

96154 issues regarding hydrogen production:

98155 a. the use and availability of water resources ,

100156 b. availability of cost competitive power necessa ry for
101157 producing hydrogen,

103158 c. incentives and taxation necessary to encourage
104159 development of hydrogen technology, infrastructure and
105160 transportation, and

107161 d. development of a state -wide roadmap for a hydrogen
108162 economy including but not limited to infrastructur e,
109163 production, distribution, transportation and off -taker
110164 market uses; and

112165 2. Hold at least one meeting that focuses on the distribution
113166 of hydrogen including but not limited to:

115167 a. investigating the viability of utilizing the existing
116168 pipeline infrastructure in this state to move hydrogen

120198 pipeline industry to integrate hydrogen fuel , and

122199 c. investigating existing and potentially necessary
123200 pipeline safety standards for distribution of hydrogen

126202 E. The chair and co -chairs shall invite representatives
127203 including but not limited to the following list, to participate in
128204 the meetings regarding issues relevant to their industry:

130205 1. Representatives of companies producing, or looking to
131206 produce hydrogen;

133207 2. Representatives of oil and gas midstream service providers;

137208 3. Representatives of regulated natural gas distribution

140210 4. Representatives of electric service providers; and

142211 5. Representatives of electric energy developers.

144212 F. The meetings of the task force shall be subject to the
145213 Oklahoma Open Meeting Act and the Oklahoma Open Records Act.

147214 G. The members of the task force shall receive no compensation
148215 or travel reimbursement.

150216 H. The task force shall submit a report of its findings and
151217 recommendations including fiscal impact statements on all of the
152218 recommendations of the task force no later than December 1, 2021, to
153219 the Governor, the President Pro Tempore of the Senate and the
154220 Speaker of the House of Representatives.

156248 SECTION 2. This act shall become effective July 1, 2021.

158249 SECTION 3. It being immediately necessary for the preservation
159250 of the public peace, health or safety, an emergency is hereby
