4161 SECTION 1. AMENDATORY 70 O.S. 2011, Section 1 -116, as
4262 last amended by Section 1, Chapter 273, O.S.L. 2019 (70 O.S. Supp.
4363 2020, Section 1-116), is amended to read as follows:

4965 1. “Teacher” means any person who is e mployed to serve as

5294 instructional, supervisory or administrative capacity. The person
5395 shall not be deemed qualified unless the person holds a valid
5496 certificate issued by and in accordance with the rules o f the State
5597 Board of Education or the rules of the State Board of Ca reer and
5698 Technology Education, to perform the particular services for which
5799 the person is employed;

59100 2. “Superintendent” or “superintendent of schools ” means the
60101 executive officer of the b oard of education and the administrative
61102 head of the school system o f a district maintaining an accredited
62103 school, provided the person holds an administrat or’s certificate
63104 recognized by the State Board of Education;

65105 3. “Principal” means any person other t han a district
66106 superintendent of schools having supervisory or admin istrative
67107 authority over any school or school building having two or more
68108 teachers. A teaching principal shall be a principal who devotes at
69109 least one-half (1/2) the time school is in ses sion to classroom
70110 teaching. Teaching principals shall be required t o hold
71111 administrative certificates;

73112 4. “Teachers” means, for purposes of complying wit h the State
74113 Aid Law and other statutes, but not any other provision of law,
75114 which apportion money on the basis of teaching units or the number
76115 of teachers employed or qu alified, all persons holding proper
77116 certificates and connected in any capacity with the instruction of

80144 5. “Inductee” means any certified teacher who is employed in a
81145 local school to serve as a classroom teacher under the guidance and
82146 assistance of a mentor teacher or teachers;

84147 6. “Student teacher” means any student who is enrolled in an
85148 institution of higher le arning approved by the State Board of
86149 Education for teacher training an d who is jointly assigned by the
87150 institution of higher learning and a board of education of a school
88151 district to perform practice teaching under the direct ion of a
89152 regularly employed an d certified teacher. A student teacher, while
90153 serving an internship un der the supervision of a certified teacher,

93154 shall be accorded the sa me protection of the laws as that accorded
94155 the certified teacher and shall be eligible to receive compensation
95156 beginning on the first day of the intern ship for up to one full
96157 school year; provided, however, that such compensation shall not be
97158 considered compensation for p urposes of teacher retirement or the
98159 minimum salary schedule ;

100160 7. “School nurse” means a person emplo yed full time by a board
101161 of education who is a registered nurse license d by the Oklahoma
102162 State Board of Nurse Registration and Nursing Education and is
103163 certified the same as a teacher by the State Board of Education.
104164 Provided, that any person who is emplo yed as a full-time school
105165 nurse in any school district in Oklahoma who is not registered on
106166 the effective date of this act July 2, 1971, may continue to serve
107167 in the same capacity; however, such person shall, under rules

108194 adopted by the State Board of Educa tion, attend classes in nursing
109195 and prepare to become registered.

111196 A school nurse employed by a board of education shall be
112197 accorded the same protection of laws and a ll other benefits accorded
113198 a certified teacher; and

115199 8. “Support employee” means an employee who provides those
116200 services which are not performed by certified teac hers, principals,
117201 superintendents or administrators and which are necessary for the
118202 efficient and satisfactory functioning of a school district.

120203 SECTION 2. AMENDATORY 70 O.S. 2011, Section 6-186, as
121204 last amended by Section 2, Chap ter 273, O.S.L. 2019 (70 O.S. Supp.
122205 2020, Section 6-186), is amended to read as follows:

124206 Section 6-186. A. Criteria for the approval and accreditation
125207 of teacher education programs in Oklahoma institutions of higher
126208 education shall include, but not be li mited to, substantial evidence
127209 that persons who enter teacher education programs demonstrate:

129210 1. Competency in the oral and written use of the English
130211 language;

132212 2. A minimum grade poi nt average as established by the
133213 Commission for Educational Quality and Accountability; and

137214 3. The ability to meet criteria established pursuant to the
138215 Oklahoma Teacher Preparation Act at the completion of the teacher
139216 education program and provide evidenc e of having worked with
140217 children or youth in a variety of situations.

142244 Criteria shall also include a greater emphasis upon field work
143245 in accredited schools by prospective teachers under the supervision
144246 of higher education facul ty.

146247 B. The Commission for Edu cational Quality and Accountability
147248 shall work with the Oklahoma State Regents for Higher Education and
148249 the various institutions of higher education in developing
149250 guidelines for a paid teacher internship program which may be
150251 offered at each institution for prospective teachers. The purpose
151252 of each program shall be to provide mentorship and support for
152253 prospective teachers. Students enrolled in a teacher education
153254 program shall be eligible to participate in the program . Only
154255 students who have completed th e minimum teacher internship
155256 requirement as established by the institut ion shall be eligible to
156257 participate in the paid teacher internship program .

158258 C. It is hereby declared to be the intent of the Legislature
159259 that the Commission for Educational Quality an d Accountability work
160260 with the Oklahoma State Regents for Higher Educat ion and the various
161261 institutions of higher education in establishing a procedure whereby
162262 full-time teacher education faculty continue their professional
163263 development during their tenure at an institution of higher
164264 education to ensure that the future teacher s of this state are
165265 taught by professional educators fully trained in their area of
166266 expertise. Each approved or accredited program of teacher education
167267 shall have a system for document ing and reporting the annual

168294 professional development activities of all teacher education faculty
169295 members. Faculty professional development reports shall be reviewed
170296 by the Commission along with professional development activ ities as
171297 a normal part of the accreditation process.

173298 It is further declared to be the intent of the L egislature that
174299 such professional development plans provide alternative means of
175300 education including, but not limited to:

177301 1. Professional development prog rams;

181302 2. Higher education cou rses;

183303 3. Exchange programs with public school classroom teachers,
184304 administrators, and other school personnel; and

186305 4. Programs whereby all full -time teacher education faculty
187306 members directly involved in the teacher education process,
188307 including all admini strators of the teacher education program, are
189308 required to serve in a s tate accredited public school for at least
190309 ten (10) clock hours per school year in responsibilities related to
191310 their respective teacher education teaching fields.

193311 All public school syst ems shall participate in the programs
194312 provided for in this subsection w hen needed.

196313 D. The Commission for Educational Quality and Accountability
197314 shall adopt rules requiring specific improvements to strengthen the
198315 screening of student applicants and field a ctivity and placement as
199316 set out in subsection A of this section. Such rules shall be

200343 reviewed and amended or readopted by the Commission at least once
201344 every five (5) years.

203345 E. To assist the Commission in setting specific re quirements as
204346 set out in subsections A and D of this section, the Commission shall
205347 annually prepare a statistical report showing the percentage of
206348 students from each of the Oklahoma institutions of higher education
207349 who have successfully completed or who ha ve failed the competency
208350 examination for certification. The annual report shall show the
209351 percentages for each institution of higher education and each
210352 assessment area separately by student degree status and shall be
211353 distributed annually to each member of the Commission for
212354 Educational Quality and Accountability, the Oklahoma State Regents
213355 for Higher Education, the governing board of each institution which
214356 has an approved or state accredited teacher education program, the
215357 State Board of Education, the State Board of Career and Technolog y
216358 Education and the Legislature.

218359 F. By November 1, 2017, the Commissio n shall adopt rules
219360 requiring coursework or training in the use of digital and other
220361 instructional technologies as a requisite for program accreditation.

222362 SECTION 3. This act shall become effective July 1, 2021.

226363 SECTION 4. It being immediately necessary for the preservation
227364 of the public peace, health or safety, an emergency is hereby
228365 declared to exist, by reason whereof thi s act shall take effect and
229366 be in full force from and after its passage and approval.
