3354 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3555 SECTION 1. From the funds appropriated to the Departmen t of
3656 Mental Health and Substance Abuse Services in Enrolled House Bill
3757 No. 2900 of the 1st Session of the 58th Oklahoma Legislature, the
3858 sum of One Million Five Hundred Forty-one Thousand Two Hundred
3959 Fifty-two Dollars ($1,541,252.00) shall be used for prog ram growth.

4160 SECTION 2. From the funds appropriated to the Department of
4261 Mental Health and Substance Abuse Services in Enrolled House Bill
4362 No. 2900 of the 1st Session of the 58th Oklahoma Legislat ure, the

5395 sum of Two Million Dollars ($2,000,000.00) shall be used to carry
5496 out the provisions of Enrolled House Bill No. 2877 of the 1st
5597 Session of the 58th Oklahoma Leg islature.

5899 Mental Health and Substance Abuse Services in Enrolled House Bill
59100 No. 2900 of the 1st Session of the 58th Oklahoma Legislatur e, the
60101 agency shall increase the amount of crisis intervention training
61102 sessions offered to members of law enforcemen t.

64104 Mental Health and Substance Abuse Services in Enrolled Hous e Bill
65105 No. 2900 of the 1st Session of the 58th Oklahoma Legislatur e, the
66106 sum of Two Million Thirty-four Thousand Dollars ($2,034,000.00)
67107 shall be used to expand connectivity programs between law
68108 enforcement officers, mental health providers and Oklahomans in a
69109 mental health crisis .

75140 shall be used to expand the number of mental health crisis centers
76141 and urgent care centers.

78142 SECTION 7. From the funds appropriated to the Department of
79143 Mental Health and Substance Abuse Services in Enrolled House Bill
80144 No. 2900 of the 1st Session of the 58th Oklahoma Legislature, the
81145 sum of Two Million Nine Hundred Sixty-six Thousand Dollars
82146 ($2,966,000.00) shall be used for additional mobile crisi s teams to
83147 respond and diffuse crisis situations in communities.

85148 SECTION 8. From the funds appropriated to the Department of
86149 Mental Health and Substance Abuse Services in Enrol led House Bill
87150 No. 2900 of the 1st Session of the 58th Oklahoma Legislature, t he
88151 sum of Five Hundred T housand Dollars ($500,000.00) shall be used to
89152 maintain five pilot programs to provide offenders incarcerated in
90153 county jails in the State of Oklahoma acc ess to United States Food

93154 and Drug Administration-approved, evidence-based, medication-
94155 assisted treatment for opioid and alcohol dependence . Treatment may
95156 be administered while the inmate is confined in the county jail and
96157 when participating in outpatient care upon release. Funding may
97158 only be used for medical evaluations, the purc hase of United States
98159 Food and Drug Administration-approved medication to t reat opioid or
99160 alcohol dependency, individual and group counseling services,
100161 cognitive behavioral ther apies and necessary medical and behavioral
101162 health staff needed to implement the program.

103189 SECTION 9. The Commissioner of the Department of Mental Health
104190 and Substance Abuse Services may request through the Director of the
105191 Office of Management and Enterprise Services the early transfer by
106192 the Oklahoma Tax Commission of tax colle ctions to the General
107193 Revenue Fund for the purpose of early alloc ation to the Department's
108194 disbursing funds to alleviate cash -flow problems.

110195 SECTION 10. Appropriations made by Enrolled House Bill No. 2900
111196 of the 1st Session of the 58th Oklahoma Legislature, not including
112197 appropriations made for capital o utlay purposes, may be budgeted for
113198 the fiscal year ending June 30, 202 2 (hereafter FY-22) or may be
114199 budgeted for the fiscal year ending June 30, 202 3 (hereafter FY-23).
115200 Funds budgeted for F Y-22 may be encumbered only through June 30,
116201 2022, and must be expended by November 15, 2022. Any funds
117202 remaining after November 15, 202 2, and not budgeted for FY -23, shall
118203 lapse to the credit of the proper fund for the then current fiscal
119204 year. Funds budgeted for FY-23 may be encumbered only through June
120205 30, 2023. Any funds remaining after November 15, 202 3, shall lapse
121206 to the credit of the proper fund for the then current fiscal year.
122207 These appropriations shall not be budg eted in both fiscal years
123208 simultaneously. Funds budgeted in FY-22, and not required to pay
124209 obligations for that fiscal year, may be budgeted for FY -23, after
125210 the agency to which the funds have be en appropriated has prepared
126211 and submitted a budget work pro gram revision removing these f unds
