33	54		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

35	55		SECTION 1. From the funds appropriated to the Departmen t of
36	56		Mental Health and Substance Abuse Services in Enrolled House Bill
37	57		No. 2900 of the 1st Session of the 58th Oklahoma Legislature, the
38	58		sum of One Million Five Hundred Forty-one Thousand Two Hundred
39	59		Fifty-two Dollars ($1,541,252.00) shall be used for prog ram growth.

41	60		SECTION 2. From the funds appropriated to the Department of
42	61		Mental Health and Substance Abuse Services in Enrolled House Bill
43	62		No. 2900 of the 1st Session of the 58th Oklahoma Legislat ure, the
44	63		sum of Five Hundred Thousand Dollars ($500,000.00) shall be used to

52	94		No. 2900 of the 1st Session of the 58th Oklahom a Legislature, the
53	95		sum of Two Million Dollars ($2,000,000.00) shall be used to carry
54	96		out the provisions of Enrolled House Bill No. 2877 of the 1st
55	97		Session of the 58th Oklahoma Leg islature.

57	98		SECTION 4. From the funds appropriated to the Department of
58	99		Mental Health and Substance Abuse Services in Enrolled House Bill
59	100		No. 2900 of the 1st Session of the 58th Oklahoma Legislatur e, the
60	101		agency shall increase the amount of crisis intervention training
61	102		sessions offered to members of law enforcemen t.

63	103		SECTION 5. From the funds appropriated to the Department of
64	104		Mental Health and Substance Abuse Services in Enrolled Hous e Bill
65	105		No. 2900 of the 1st Session of the 58th Oklahoma Legislatur e, the
66	106		sum of Two Million Thirty-four Thousand Dollars ($2,034,000.00)
67	107		shall be used to expand connectivity programs between law
68	108		enforcement officers, mental health providers and Oklahomans in a
69	109		mental health crisis .

71	110		SECTION 6. From the funds appropriated to the Depar tment of
72	111		Mental Health and Substance Abuse Service s in Enrolled House Bill
73	112		No. 2900 of the 1st Session of the 58th Oklahoma Legislature, the
74	113		sum of Seven Million Five Hundred Thousand Dollars ($7,500,000.00)

79	143		Mental Health and Substance Abuse Services in Enrolled House Bill
80	144		No. 2900 of the 1st Session of the 58th Oklahoma Legislature, the
81	145		sum of Two Million Nine Hundred Sixty-six Thousand Dollars
82	146		($2,966,000.00) shall be used for additional mobile crisi s teams to
83	147		respond and diffuse crisis situations in communities.

85	148		SECTION 8. From the funds appropriated to the Department of
86	149		Mental Health and Substance Abuse Services in Enrol led House Bill
87	150		No. 2900 of the 1st Session of the 58th Oklahoma Legislature, t he
88	151		sum of Five Hundred T housand Dollars ($500,000.00) shall be used to
89	152		maintain five pilot programs to provide offenders incarcerated in
90	153		county jails in the State of Oklahoma acc ess to United States Food
91		-

93	154		and Drug Administration-approved, evidence-based, medication-
94	155		assisted treatment for opioid and alcohol dependence . Treatment may
95	156		be administered while the inmate is confined in the county jail and
96	157		when participating in outpatient care upon release. Funding may
97	158		only be used for medical evaluations, the purc hase of United States
98	159		Food and Drug Administration-approved medication to t reat opioid or
99	160		alcohol dependency, individual and group counseling services,
100	161		cognitive behavioral ther apies and necessary medical and behavioral
101	162		health staff needed to implement the program.

103	189		SECTION 9. The Commissioner of the Department of Mental Health
104	190		and Substance Abuse Services may request through the Director of the
105	191		Office of Management and Enterprise Services the early transfer by
106	192		the Oklahoma Tax Commission of tax colle ctions to the General
107	193		Revenue Fund for the purpose of early alloc ation to the Department's
108	194		disbursing funds to alleviate cash -flow problems.

110	195		SECTION 10. Appropriations made by Enrolled House Bill No. 2900
111	196		of the 1st Session of the 58th Oklahoma Legislature, not including
112	197		appropriations made for capital o utlay purposes, may be budgeted for
113	198		the fiscal year ending June 30, 202 2 (hereafter FY-22) or may be
114	199		budgeted for the fiscal year ending June 30, 202 3 (hereafter FY-23).
115	200		Funds budgeted for F Y-22 may be encumbered only through June 30,
116	201		2022, and must be expended by November 15, 2022. Any funds
117	202		remaining after November 15, 202 2, and not budgeted for FY -23, shall
118	203		lapse to the credit of the proper fund for the then current fiscal
119	204		year. Funds budgeted for FY-23 may be encumbered only through June
120	205		30, 2023. Any funds remaining after November 15, 202 3, shall lapse
121	206		to the credit of the proper fund for the then current fiscal year.
122	207		These appropriations shall not be budg eted in both fiscal years
