27	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

29	56		SECTION 1. From the funds appropriated to the Department of
30	57		Corrections in Enrolled Senate Bill No. 1040 of the 2nd Session of
31	58		the 58th Oklahoma Legislature, the Department of Corrections shall
32	59		expend Four Million Eight Hundred Ninety-four Thousand Six Hundred
33	60		Fifty Dollars ($4,894,650.00) for the purpose of funding a
34	61		contractual per diem increa se at the Lawton Correctional and
35	62		Rehabilitation Facility.

37	63		SECTION 2. From the funds appropriated to the Department of
38	64		Corrections in Enroll ed Senate Bill No. 1040 of the 2 nd Session of
39	65		the 58th Oklahoma Legislature, the Department of Corrections shall

42	95		increase at the Davis Correctional Facility.

44	96		SECTION 3. Appropriations made by this act, not including
45	97		appropriations made for capital outlay purposes, may be budgeted for
46	98		the fiscal year ending June 30, 2023 (hereafter FY-23), or may be
47		-

49	99		budgeted for the fisca l year ending June 30, 2024 (hereafter FY-24).
50	100		Funds budgeted for FY -23 may be encumbered only thr ough June 30,
51	101		2023, and must be expended by November 15, 2023. Any funds
52	102		remaining after November 15, 2023, and not budgeted for FY-24, shall
53	103		lapse to the credit of the proper fund for the then current fiscal
54	104		year. Funds budgeted for FY -24 may be encumbered only through June
55	105		30, 2024. Any funds remaining after November 15, 2024, shall la pse
56	106		to the credit of the proper fund for the then current fiscal year.
57	107		These appropriations may not be budgeted in both fiscal years
58	108		simultaneously. Funds budgeted in F Y-23, and not required to pay
59	109		obligations for that fiscal year, may be budgeted for FY -24, after
60	110		the agency to which the funds have been appropriated has pre pared
61	111		and submitted a budget work program revision removing these funds
62	112		from the FY-23 budget work program and after such revision has been
63	113		approved by the Office of Management and Ente rprise Services.
