31	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

33	53		SECTION 1. From the funds appropriated to the Department of
34	54		Public Safety in Enrolled House Bill No. 2900 of the 1st Session of
35	55		the 58th Oklahoma Legislature, the Department of Public Safety is
36	56		hereby authorized to expe nd Four Hundred Thirty-nine Thousand One
37	57		Hundred Twenty Dollars ($439,120.00) for any necessary expenditures
38	58		related to interoperable communications inside the State Capitol
39	59		Building.

41	60		SECTION 2. From the funds appropriated to the Departmen t of
42	61		Public Safety in Enrolled House Bill No. 2900 of the 1st Session of
43	62		the 58th Oklahoma Legislature, the Department of Public Safety is
44	63		hereby authorized to expend Four Million Dollars ($4,000,000.00) to

50	92		SECTION 3. Notwithstanding any other provision of law, the
51	93		Department of Public Safety is hereby authorized to utilize the
52	94		Department of Public Safety Restricted Revolving Fu nd (245 Fund), as
53	95		may be necessary to perform the d uties imposed upon the Department
54	96		of Public Safety by law .

56	97		SECTION 4. Appropriations ma de by this act, not including
57	98		appropriations made for capital outlay purposes, may be budgeted for
58	99		the fiscal year ending June 30, 2022 (hereafter FY -22), or may be
59	100		budgeted for the fiscal year ending June 30, 2023 (hereafter FY -23).
60	101		Funds budgeted for FY -22 may be encumbered only through June 30,
61	102		2022, and must be expended by November 15, 2022. Any fun ds
62	103		remaining after November 15, 2022, and not bud geted for FY-23, shall
63	104		lapse to the credit of the proper fund for the then current fiscal
64	105		year. Funds budgeted for FY-23 may be encumbered only through June
65	106		30, 2023. Any funds remaining after November 15, 2023, shall lapse
66	107		to the credit of the proper fu nd for the then current fiscal year.
67	108		These appropriations may not be budgeted in both fiscal years
68	109		simultaneously. Funds budgeted in FY -22, and not required to pay
69	110		obligations for that fiscal year, may be budgeted for FY-23, after
70	111		the agency to which the funds have been appropriated has prepared
71	112		and submitted a budget work program revision removing these fun ds
