3152 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3353 SECTION 1. From the funds appropriated to the Department of
3454 Public Safety in Enrolled House Bill No. 2900 of the 1st Session of
3555 the 58th Oklahoma Legislature, the Department of Public Safety is
3656 hereby authorized to expe nd Four Hundred Thirty-nine Thousand One
3757 Hundred Twenty Dollars ($439,120.00) for any necessary expenditures
3858 related to interoperable communications inside the State Capitol
3959 Building.

4160 SECTION 2. From the funds appropriated to the Departmen t of
4261 Public Safety in Enrolled House Bill No. 2900 of the 1st Session of
4362 the 58th Oklahoma Legislature, the Department of Public Safety is
4463 hereby authorized to expend Four Million Dollars ($4,000,000.00) to

5092 SECTION 3. Notwithstanding any other provision of law, the
5193 Department of Public Safety is hereby authorized to utilize the
5294 Department of Public Safety Restricted Revolving Fu nd (245 Fund), as
5395 may be necessary to perform the d uties imposed upon the Department
5496 of Public Safety by law .

5697 SECTION 4. Appropriations ma de by this act, not including
5798 appropriations made for capital outlay purposes, may be budgeted for
5899 the fiscal year ending June 30, 2022 (hereafter FY -22), or may be
59100 budgeted for the fiscal year ending June 30, 2023 (hereafter FY -23).
60101 Funds budgeted for FY -22 may be encumbered only through June 30,
61102 2022, and must be expended by November 15, 2022. Any fun ds
62103 remaining after November 15, 2022, and not bud geted for FY-23, shall
63104 lapse to the credit of the proper fund for the then current fiscal
64105 year. Funds budgeted for FY-23 may be encumbered only through June
65106 30, 2023. Any funds remaining after November 15, 2023, shall lapse
66107 to the credit of the proper fu nd for the then current fiscal year.
67108 These appropriations may not be budgeted in both fiscal years
68109 simultaneously. Funds budgeted in FY -22, and not required to pay
69110 obligations for that fiscal year, may be budgeted for FY-23, after
70111 the agency to which the funds have been appropriated has prepared
71112 and submitted a budget work program revision removing these fun ds
