28	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

30	56		SECTION 1. There is hereby appropriated to the Oklahoma State
31	57		Bureau of Narcotics and Dangerous Drugs Control from any monies not
32	58		otherwise appropriated f rom the General Revenue Fund of the State
33	59		Treasury for the fiscal yea r ending June 30, 2023, the sum of Five
34	60		Million Three Hundred Thousand Dollars ($5,300,000.00) or so much
35	61		thereof as may be nec essary to enhance the operation of the
36	62		Marijuana Enforcement Teams.

38	63		SECTION 2. Appropriations made by this act, not including
39	64		appropriations made for capital outlay purposes, may be budgeted for
40	65		the fiscal year ending June 30, 2023 (hereafter FY-23), or may be

41	93		budgeted for the fiscal year ending June 30, 2024 (hereafter FY-24).
42	94		Funds budgeted for FY-23 may be encumbered only through June 30,
43	95		2023, and must be expended by November 15, 2023. Any funds
44	96		remaining after November 15, 2023, and not budgeted for FY-24, shall
45	97		lapse to the credit of the proper fund for the then current fiscal
46	98		year. Funds budgeted for FY-24 may be encumbered only through June

49	99		30, 2024. Any funds remaining after November 15, 2024, shall lapse
50	100		to the credit of the pr oper fund for the then current fiscal year.
51	101		These appropriations ma y not be budgeted in both fiscal years
52	102		simultaneously. Funds budgeted in FY-23, and not required to pay
53	103		obligations for that fiscal year, may be budgeted for FY-24, after
54	104		the agency to which the funds have been appropriated has prepared
55	105		and submitted a budget work program revision removing these funds
56	106		from the FY-23 budget work program and after such revision has been
57	107		approved by the Office of Management and Enterprise Services .
