29	57		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

31	58		SECTION 1. From the funds appropriated to the Oklahoma
32	59		Department of Agriculture, Food, and Forestry in Enr olled Senate
33	60		Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature,
34	61		the sum of Four Million Dollars ($4,000,000.00) shall, under the
35	62		direction of the Commissioner of Agricultur e, be allocated to the
36	63		Oklahoma State University College of Veterina ry Medicine.

38	64		SECTION 2. From the funds appropriated to the Oklahoma
39	65		Department of Agriculture, Food, and Forestry in Enr olled Senate

51	101		the sum of One Million Dollars ( $1,000,000.00) shall, under the
52	102		direction of the Commissioner of Agriculture, be allocated to the
53	103		research centers that are affiliated with the Oklahoma State
54	104		University Agriculture Experiment Stations.

57	106		Department of Agriculture, Food, and Forestry in Enrolled Senate
58	107		Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature,
59	108		the sum of Two Million Dollars ($2,000,000.00) shall, under the
60	109		direction of the Commissioner of Agricult ure, be allocated to the
61	110		extension offices that are affiliated with the Oklahoma State
62	111		University Agricultural Extension Service.

66	114		Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature,

68	116		Fifty Dollars ($8,414,550.00) shall be used to provide for rural

75	149		provide for the Rural Fire 80/20 Match Program pursuant to the Rural
76	150		Fire Protection Program Fund Act .

80	153		Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature,

82	155		used to provide for rural fire coordinators.

86	158		Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature,
87	159		the sum of Three Hundred Thirty Thousand Dollars ($330,000.00)
88	160		shall, under the direction of the Commission er of Agriculture, be
89	161		allocated to hire additional full-time meat inspectors.

94	163		Department of Agriculture, Food, and Fo restry in Enrolled Senate
95	164		Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature,
96	165		the sum of Five Hundred Thirteen Thousand Three Hundred Twenty-five
97	166		Dollars ($513,325.00) shall be used for the purpose of supporting
98	167		the “Made in Oklahoma” program.

100	195		SECTION 10. From the funds appropriated to the Oklahoma
101	196		Department of Agricultur e, Food, and Forestry in Enrolled Senate
102	197		Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature,
103	198		the sum of Five Million Dollars ($5,000,000.00) shall be used for
104	199		providing grants to incorporated municipalities affected by the
105	200		extreme weather event that began February 7, 2021, and ended
106	201		February 21, 2021, as provided for in Enrolled Senate Bill No. 1091
107	202		of the 2nd Session of the 58th Oklahoma Legi slature.

109	203		SECTION 11. Appropriations made by Enrolled Senate Bill No.
110	204		1040 of the 2nd Session of the 58th Oklahoma Legislature, n ot
111	205		including appropriations made for capital outlay purposes, may be
112	206		budgeted for the fiscal year ending June 30 , 2023 (hereafter FY-23)
113	207		or may be budgeted for the fiscal year ending June 30, 202 4
114	208		(hereafter FY-24). Funds budgeted for FY-23 may be encumbered only
115	209		through June 30, 2023, and must be expended by November 15, 202 3.
116	210		Any funds remaining after November 1 5, 2023, and not budgeted for
117	211		FY-24, shall lapse to the credit of the proper fund for the then
118	212		current fiscal year. Funds budgeted for FY-24 may be encumbered
119	213		only through June 30, 20 24. Any funds remaining after November 15,
120	214		2024, shall lapse to the cre dit of the proper fund for the then
121	215		current fiscal year. These appropriations may not be budgeted in
122	216		both fiscal years simultaneously. Funds budgeted in FY-23, and not
123	217		required to pay obligations for that fiscal year, may be budgeted
124	218		for FY-24, after the agency to which the funds have been
