BILL NO. 1058 	By: Thompson and Hall of the

An Act relating to the Oklahoma Department of 
Agriculture, Food, and Forestry; requiring that 
portions of certain appropriated fund s be used for 
certain purposes; providing procedures; providing 
lapse dates; and requiring and prohib iting certain 
budget procedures. 
 
 
 
 
SUBJECT:  Oklahoma Department of Agriculture, Food, and Forestry 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
 
SECTION 1.  From the funds appropriated to the Oklahoma 
Department of Agriculture, Food, and Forestry in Enr olled Senate 
Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, 
the sum of Four Million Dollars ($4,000,000.00) shall, unde r the 
direction of the Commissioner of Agricultur e, be allocated to the 
Oklahoma State University College of Veterina ry Medicine. 
 
SECTION 2.  From the funds appropriated to the Oklahoma 
Department of Agriculture, Food, and Forestry in Enr olled Senate 
Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, 
the sum of One Million Five Hundred Thousand Dollars ($1,500,000.00) 
shall, under the direction of the Comm issioner of Agriculture, be 
allocated to the Oklahoma State University College of Veterinary 
Medicine Animal Disease Diagnostic Laboratory.

SECTION 3.  From the funds appropriated to the Oklahoma 
Department of Agriculture, Food, and Forestry in Enrolled Senate 
Bill No. 1040 of the 2nd Session of the 58th Okl ahoma Legislature, 
the sum of One Million Dollars ( $1,000,000.00) shall, under the 
direction of the Commissioner of Agriculture, be allocated to the 
research centers that are affiliated with the Oklahoma State 
University Agriculture Experiment Stations. 
 
SECTION 4.  From the funds appropriat ed to the Oklahoma 
Department of Agriculture, Food, and Forestry in Enrolled Senate 
Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, 
the sum of Two Million Dollars ($2,000,000.00) shall, under the 
direction of the Commissioner of Agricult ure, be allocated to the 
extension offices that are affiliated with the Oklahoma State 
University Agricultural Extension Service. 
 
SECTION 5.  From the funds appropriated to the Oklahoma 
Department of Agriculture, Food, and Forestry in Enr olled Senate 
Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, 
the sum of Eight Million Four Hundred Fourteen Thousand Five Hundred 
Fifty Dollars ($8,414,550.00) shall be used to provide for rural 
fire operational assistance grants. 
 
SECTION 6.  From the funds appropriated to the Oklahoma 
Department of Agriculture, Food, and Forestry in Enr olled Senate 
Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, 
the sum of Two Million Dollars ($2,000,000.00) shall be used to 
provide for the Rural Fire 80/20 Match Program pursuant to the Rural 
Fire Protection Program Fund Act . 
 
SECTION 7.  From the funds appropriated to the Oklahoma 
Department of Agricu lture, Food, and Forestry in Enrolled Senate 
Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, 
the sum of Eight Hundred Thousand Dollars ($800,000.00) shall be 
used to provide for rural fire coordinators. 
 
SECTION 8.  From the funds appropriated to the Oklah oma 
Department of Agriculture, Food, and Forestry in Enrolled Senate 
Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, 
the sum of Three Hundred Thirty Thousand Dollars ($330,000.00) 
shall, under the direc tion of the Commission er of Agriculture, be 
allocated to hire additional full-time meat inspectors.

SECTION 9.  From the funds appropriated to the Oklahoma 
Department of Agriculture, Food, and Fo restry in Enrolled Senate 
Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, 
the sum of Five Hundred Thirteen Thousand Three Hundred Twenty-five 
Dollars ($513,325.00) shall be used for the purpose of supporting 
the “Made in Oklahoma” program. 
 
SECTION 10.  From the funds appropriated to the Oklahoma 
Department of Agricultur e, Food, and Forestry in Enrolled Senate 
Bill No. 1040 of the 2nd Session of the 58th Oklahoma Legislature, 
the sum of Five Million Dollars ($5,000,000.00) shall be used for 
providing grants to incorporated municipalities affected by the 
extreme weather event that began February 7, 2021, and ended 
February 21, 2021, as provided for in Enrolled Senate Bill No. 1091 
of the 2nd Session of the 58th Oklahoma Legi slature. 
 
SECTION 11.  Appropriations made by Enrolled Senate Bill No. 
1040 of the 2nd Session of the 58th Oklahoma Legislature, n ot 
including appropriations made for capital outlay purposes, may be 
budgeted for the fiscal year ending June 30 , 2023 (hereafter FY-23) 
or may be budgeted for the fiscal year ending June 30, 202 4 
(hereafter FY-24).  Funds budgeted for FY-23 may be encumbered only 
through June 30, 2023, and must be expended by November 15, 202 3. 
Any funds remaining after November 1 5, 2023, and not budgeted for 
FY-24, shall lapse to the credit of the proper fund for the then 
current fiscal year. Funds budgeted for FY-24 may be encumbered 
only through June 30, 20 24. Any funds remaining after November 15, 
2024, shall lapse to the cre dit of the proper fund for the then 
current fiscal year. These appropriations may not be budgeted in 
both fiscal years simultaneously. Funds budgeted in FY-23, and not 
required to pay obligations for that fiscal year, may be budgeted 
for FY-24, after the agency to which the funds have been 
appropriated has prepared and submitted a budget work program 
revision removing these funds from the FY-23 budget work program and 
after such revision has been approved by the Office of Management 
and Enterprise Service s.
