31	59		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

33	60		SECTION 1. From the funds appropriated to the Office o f
34	61		Management and Enterprise Services in Enrolled Senate Bill No. 1040
35	62		of the 2nd Session of the 58th Oklahoma Legislature, the sum of On e
36	63		Million Nine Hundred Twenty Thousand Dollars ($1,920,000.00) shal l
37	64		be used to provide f or the Pay for Success program . Of that amount,
38	65		seventy-five percent (75%) shall be utilize d by the Office in equal
39	66		amounts for municipalities of the state with populations of three

44	97		Management and Enterprise Services in Enrolled Senate Bill No. 1040
45	98		of the 2nd Session of the 58th Oklahoma Legislature, the sum of
46	99		Fifteen Million Eight Hundred Forty -seven Thousand Six Hundred

49	100		Sixty-six Dollars ($15,847,666.00) shall be used to provide for
50	101		Device-as-a-service augmentation.

52	102		SECTION 3. From the funds appropriated to the Office of
53	103		Management and Enterp rise Services in Enrolled Senate Bill No. 1040
54	104		of the 2nd Session of the 58th Oklahoma Legislature, the sum of One
55	105		Hundred and Fifty Thousand Dollars ( $150,000.00) shall be used for
56	106		the study of human trafficking performed by the Oklahoma Commission
57	107		on the Status of Women.

59	108		SECTION 4. From the funds appropriated to the Office of
60	109		Management and Enterprise Services in Enrolled Senate Bill No. 1040
61	110		of the 2nd Session of the 58th Oklahoma Legislature, the sum of
62	111		Thirty-five Million Seven Hundred Thirty-seven Thousand Dollars
63	112		($35,737,000.00) shall be used for Service Oklahoma implementation.

65	113		SECTION 5. The Director of the Office of Management and
66	114		Enterprise Services shal l transfer monies from the FY-22
67	115		appropriation made to the Oklahoma Water Resources Board in an
68	116		amount outlined in Section 100 of Enrolled House Bill No. 2900 of
69	117		the 1st Session of the 58th Legislature for costs associated with a

71	146		Revolving Fund (235 Fund) created pursuant to Section 1085.7C of
72	147		Title 82 of the Oklahoma Statutes for Phase II of the Arbuckle-
73	148		Simpson Hydrology Study except that the cumulative amounts
74	149		transferred shall not e xceed the cumulative amounts of equal monthly
75	150		allotments of the appropriation made to the Oklahoma Water Resources
76	151		Board.

78	152		SECTION 6. Appropriations made by thi s act, not including
79	153		appropriations made for capital outlay purposes, may be budgeted fo r
80	154		the fiscal year ending June 30, 2023 (hereafter FY-23), or may be
81	155		budgeted for the fiscal year ending June 3 0, 2024 (hereafter FY-24).
82	156		Funds budgeted for FY -23 may be encumbered only through June 30,
83	157		2023, and must be expended by November 15, 202 3. Any funds
84	158		remaining after November 15, 2023, and not budgeted for FY-24, shall
85	159		lapse to the credit of the proper fu nd for the then current fiscal
86	160		year. Funds budgeted for FY-24 may be encumbered only through Jun e
87	161		30, 2024. Any funds remaining after November 15, 2024, shall lapse
88	162		to the credit of the proper fund for the then current fiscal year .
89	163		These appropriations may not be budgeted in both fiscal year s
90	164		simultaneously. Funds budgeted in FY-23 and not required to pay
