3159 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3360 SECTION 1. From the funds appropriated to the Office o f
3461 Management and Enterprise Services in Enrolled Senate Bill No. 1040
3562 of the 2nd Session of the 58th Oklahoma Legislature, the sum of On e
3663 Million Nine Hundred Twenty Thousand Dollars ($1,920,000.00) shal l
3764 be used to provide f or the Pay for Success program . Of that amount,
3865 seventy-five percent (75%) shall be utilize d by the Office in equal

54104 of the 2nd Session of the 58th Oklahoma Legislature, the sum of One
55105 Hundred and Fifty Thousand Dollars ( $150,000.00) shall be used for
56106 the study of human trafficking performed by the Oklahoma Commission
57107 on the Status of Women.

59108 SECTION 4. From the funds appropriated to the Office of
60109 Management and Enterprise Services in Enrolled Senate Bill No. 1040
61110 of the 2nd Session of the 58th Oklahoma Legislature, the sum of
62111 Thirty-five Million Seven Hundred Thirty-seven Thousand Dollars
63112 ($35,737,000.00) shall be used for Service Oklahoma implementation.

65113 SECTION 5. The Director of the Office of Management and
66114 Enterprise Services shal l transfer monies from the FY-22
67115 appropriation made to the Oklahoma Water Resources Board in an
68116 amount outlined in Section 100 of Enrolled House Bill No. 2900 of
69117 the 1st Session of the 58th Legislature for costs associated with a

70145 water study to the Phase II Arbuckle-Simpson Hydrology Study
71146 Revolving Fund (235 Fund) created pursuant to Section 1085.7C of
72147 Title 82 of the Oklahoma Statutes for Phase II of the Arbuckle-
73148 Simpson Hydrology Study except that the cumulative amounts
74149 transferred shall not e xceed the cumulative amounts of equal monthly
75150 allotments of the appropriation made to the Oklahoma Water Resources
76151 Board.

78152 SECTION 6. Appropriations made by thi s act, not including
79153 appropriations made for capital outlay purposes, may be budgeted fo r
80154 the fiscal year ending June 30, 2023 (hereafter FY-23), or may be
81155 budgeted for the fiscal year ending June 3 0, 2024 (hereafter FY-24).
82156 Funds budgeted for FY -23 may be encumbered only through June 30,
83157 2023, and must be expended by November 15, 202 3. Any funds
84158 remaining after November 15, 2023, and not budgeted for FY-24, shall
85159 lapse to the credit of the proper fu nd for the then current fiscal
86160 year. Funds budgeted for FY-24 may be encumbered only through Jun e
87161 30, 2024. Any funds remaining after November 15, 2024, shall lapse
88162 to the credit of the proper fund for the then current fiscal year .
89163 These appropriations may not be budgeted in both fiscal year s
90164 simultaneously. Funds budgeted in FY-23 and not required to pay
