8585 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
8686 SECTION 1. NEW LAW A new section of law to be codified
8787 in the Oklahoma Statutes as Section 11-103.6o of Title 70, unless
8888 there is created a duplication in numb ering, reads as follows:
8989 A. Beginning in the 2022-2023 school year, the State Department
9090 of Education shall implement a four-year pilot program to provide
9191 courses and assessments in U nited States history, government , and

143143 civics to eleventh-grade students enrolled in public school
144144 districts and public cha rter schools in this s tate.
145145 B. The State Department of Educati on shall contract with a
146146 provider that will make online courses and assessments available to
147147 eleventh-grade students at no cost to the State Department of
148148 Education or participating public sc hool districts or public charter
149149 schools. The contracted provider shall make the following courses
150150 available:
151151 1. Introduction to the United States Constitution;
152152 2. The Meaning and History of t he United States Constitution;
153153 3. The Progressive Rejection of the Founding Fathers and the
154154 Rise of Bureaucratic De spotism;
155155 4. Civil Rights in American History; and
156156 5. The Federalist Papers.
157157 C. After completing the courses required by subsection B of
158158 this section, eleven th-grade students shall be administered an
159159 assessment on the conte nt of the courses. School districts and
160160 public charter schools shall submit assessment scores to the State
161161 Department of Education, which shall post the scores on its website
162162 in a manner that complies with the Student Dat a Accessibility,
163163 Transparency and Accountability Act of 2013 and the Family
164164 Educational Rights and Privacy Act (FERPA) .
165165 D. The pilot program created in this section shall end no later
166166 than July 1, 2026.

218218 E. By November 30, 2026, the State Department of Education
219219 shall submit a report to the President Pro Tempore of the Senate and
220220 the Speaker of the House of Representatives cont aining an evaluation
221221 of the results of the pilot program. The report shall include data
222222 on the number of students who score a bove and below seventy percent
223223 (70%) on the assessment requir ed by subsection C of this section.
224224 F. The State Board of Education may promulgate rules t o
225225 implement the provisions of this se ction.
226226 SECTION 2. This act shall become effective July 1, 2022.
227227 SECTION 3. It being immediatel y necessary for the preservation
228228 of the public peace, health , or safety, an emergency is her eby
229229 declared to exist, by reason whereof thi s act shall take effect and
230230 be in full force from and after its passage and approval.
