79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. NEW LAW A new section of law to be codified
81	81	in the Oklahoma Statutes as Section 777 of Title 74, unless there is
82	82	created a duplication in numbering, reads as follows:
83	83	A. There is hereby created the Oklahoma Commission on Race and
84	84	Equality. The Commission shall consist of thirty (30) members. The
85	85	members shall be appointed as follows : seven members shall be
86	86	appointed by the Governor, seven members shall be appointed by t he
87	87	President Pro Tempore of the Senate , seven members shall be
88	88	appointed by the Speaker of the House of Repres entatives, and nine
89	89	members shall be app ointed by the Oklahoma Legislative Black Caucus .

141	141	All members shall be appointed by the appropriat e appointing
142	142	authority for a term of three (3) years commencing with the date
143	143	that the previous appointee ’s term expired. Each member shall serve
144	144	no more than three terms. The member shall only serve two
145	145	consecutive terms and shall be inactive for a period of on e (1) year
146	146	prior to serving the maximum three-term limit. In making such
147	147	appointments, consideration shall be give n to making the membership
148	148	broadly representative of the geographic areas of the state and the
149	149	several racial and et hnic groups residing in t he state. Each member
150	150	shall hold office until the successor of the member is appointed and
151	151	has qualified. A member of the Commission may be removed by the
152	152	appropriate appointing authority for cause. A member appointed to
153	153	fill a vacancy occurring before the expiration of a term of a member
154	154	separated from the Commission for any cause shall b e appointed for
155	155	the remainder of the term of the member whose offic e has been so
156	156	vacated. Members of the Commission shall receive no salary but
157	157	shall be entitled to tr avel reimbursement as provided by t he State
158	158	Travel Reimbursement Act from funds available to the appropriate
159	159	appointing authority.
160	160	B. The Office of Manage ment and Enterprise Services shall
161	161	provide staff support to the Oklahoma Commission on Race and
162	162	Equality and make arrangements for sui table meeting space for the
163	163	Commission as needed.

215	215	C. The President Pro Tempore of the Senate shall name the chair
216	216	of the Oklahoma Commission on Race and Equal ity, and the Speaker of
217	217	the House of Representatives shall name the vice-chair. Any other
218	218	officers deemed necessary sh all be elected from among the members at
219	219	the first meeting of the Commission. Thereafter, at the fi rst
220	220	meeting of each fiscal year, the Commission shall elect a chair, a
221	221	vice-chair and such other offi cers deemed necessary to conduct the
222	222	business of the Commission from among its members. The Commission
223	223	shall meet at least once every three (3) months and at such other
224	224	times as called by the chair or by a majority of the Commission.
225	225	D. The Oklahoma Comm ission on Race and Equality shal l have the
226	226	power and the duty to:
227	227	1. Advise on equality issues relating to racial discrimination
228	228	and bias, state agencies and employees, communities, organizations
229	229	and businesses of this state which desire the services of t he
230	230	Commission;
231	231	2. Monitor legislation to determine whether legislation is
232	232	discriminatory toward one race or ethni city or whether the race or
233	233	ethnicity of an individual would have an effect o n the enforcement
234	234	of the legislation;
235	235	3. Act as a resource and a clearinghouse for research on issues
236	236	related to racial discrimination and bias;
237	237	4. Act as a resource in any state appointments to commissions
238	238	and boards for diversity ;

291	291	appropriate to support the goals and duties of the Commission; and
292	292	6. Report to the Governor, the Presiden t Pro Tempore of the
293	293	Senate, and the Speaker of the House of Representatives of its
294	294	activities. The report may include recommendations concerning
295	295	needed legislation or regulatory changes relating to racial
296	296	discrimination and bias.
297	297	SECTION 2. NEW LAW A new section of law to be codified

299	299	is created a duplication in numbering, reads as follows:
300	300	There is hereby created in the State Treasury a revolving fund
301	301	for the Office of Management and Enterprise Services designated the
302	302	“Oklahoma Commission on Race and Equality Revolving Fund”. The fund
303	303	shall be a continuing fund, not subject to fiscal year limitations,
304	304	and shall consist of all gifts and d onations contributed to sup port
305	305	the work of the Oklahoma Commission on Race and Equality. All
306	306	monies accrued to the credit of the fund are hereby appropriated and
307	307	may be budgeted and expended by the Director of the Office of
308	308	Management and Enterprise Servi ces on behalf of the Okla homa
309	309	Commission on Race and Equality for the purposes prescribed by the
310	310	Legislature in creating the Commission. Expenditures from the fund
311	311	shall be made upon warrants issued by the State Treasurer against
312	312	claims filed as prescribed by law with the Direct or of the Office of
313	313	Management and Enterprise Services for approval and paym ent.
