AS INTRODUCED 
 
An Act relating to municipalities; providing 
definition; directing certain restrooms and changing 
facilities to be designated in certai n manner; 
requiring individuals to use the restroom or changing 
facility that corresponds with his or her biological 
sex; prohibiting municipalities from adopting certai n 
ordinance; providing for codificati on; providing an 
effective date; and declaring an emergency. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 13-117 of Title 11, unless there 
is created a duplication in numbering, reads as follows: 
A.  As used in this section, “biological sex” means the physical 
condition of being male or female, as identified at birth by that 
individual’s anatomy. 
B.  Public restrooms and changing facilities that are intended 
to accommodate multiple individuals shall be designated as follows: 
1.  For the exclusive use o f the male sex; or 
2.  For the exclusive use of the female sex.

C.  A person shall use the public restroom or changing facility 
that corresponds to the individual’s biological sex. 
D.  Municipalities shall not adopt an ordinance contrary to the 
provisions of this section. 
SECTION 2.  This act shall become effective July 1, 2022. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof this act shall ta ke effect and 
be in full force from and after its passage and approval.
