3360 SECTION 1. AMENDATORY 82 O.S. 2021, Section 1501 -205.1,

107161 C. The Governor shall appoint three members to the Council to
108162 serve initial terms as sp ecified by this subsection. Thereafter,
109163 the terms of all appointed members shall be four (4) years.
110164 Gubernatorial members shall not be appointed to more than three
111165 successive terms. Members that are appointed by the Governor to
112166 fill a vacancy may serve three successive terms. No appointment to
113167 a partial term to fill a vacancy shall be counted for purposes of
114168 determining term limits. Incumbent members may cont inue to serve on

115196 the Council until a new appointment is made. Upon recommendation by
116197 the Council, the The following members shall be appointed by the
117198 Governor:

119199 1. A representative of the Oklahoma Association of Regional
120200 Councils, appointed for an initial four-year term;

122201 2. A representative of county assessors, appointed f or an
123202 initial three-year term; and

125203 3. A representative of city government, appointed for an
126204 initial two-year term.

128205 D. The chair of the Council shall be the Director of the
129206 Oklahoma Conservation Commission o r designee. Meetings shall be
130207 called by the chair.

132208 E. 1. A majority of the membership of the Counc il constitutes
133209 a quorum for the conduct of business.

137210 2. The Council shall meet at least twice each year, and the
138211 chair may call a meeting of the Council a s often as necessary to
139212 transact business.

141213 F. A member of the Counci l shall not:

143214 1. Be an officer, employee, or paid consultant of a business
144215 entity that has, or an officer, employee, or paid consultant of a
145216 trade association for business entities that h ave, a substantial
146217 interest in the geographic in formation industry an d are doing
147218 business with state agencies or other governmental units of the

150247 2. Own, control, or have directly or indirectly, more than ten
151248 percent (10%) interest in a business ent ity that has a substantial
152249 interest in the geogr aphic information ind ustry and is doing
153250 business with state agencies or other governmental units of the
154251 state;

156252 3. Be an officer, employee, or paid consultant of a busine ss
157253 entity that is connected with any c ontract or bid for furnishing to
158254 any governmental body of the state w ith Geographic Information
159255 Systems, the computers on which they are automated, or a servic e
160256 related to Geographic Information Systems;

162257 4. Be a person required to register as a lobbyist b ecause of
163258 activities for compensation on behalf of a business entity that has,
164259 or on behalf of a trad e association of business entities that have ,
165260 a substantial interest in the geographic information industry; or
166-
167261 5. Accept or receive money or another thin g of value from an
168262 individual, firm, or corporat ion to whom a contract may be awarded,
169263 directly or indirectly, by rebate, gift or otherwise.

171264 G. The duties of the Council shall include overseeing the
172265 Office of Geographic Information concerning the followin g:

174266 1. Development, adoption, and recommendation of standards and
175267 procedures that may be applied to g eographic information and
176268 Geographic Information Systems to promote consistency of data
177269 elements;

181297 2. Development of a strategy for the implementation and funding
182298 of a statewide Geographic Information Sy stem;

184299 3. Development, delivery, and periodic revisio n of a statewide
185300 geographic information plan and annually r eporting to the Governor
186301 and the Legislature. Such a plan shall include, but not be limited
187302 to, provisions for training and education; and

189303 4. Promotion of collabora tion and sharing of data and da ta
190304 development as well as other aspects of Geographic Infor mation
191305 Systems.

193306 H. Neither the Council nor its members sha ll have the power to
194307 form or award contracts or to employ staff. Members appointed b y
195308 the Governor shall s erve without compensation.

197309 SECTION 2. This act shall become effective Nov ember 1, 2022.
