AS INTRODUCED 
 
An Act relating to the state Medicaid program; 
requiring Department of Human Servi ces to report 
certain information relating to home- and community-
based services and publish certain updates; requiring 
certain submission and publi cation of final report; 
providing for codification; and declaring an 
emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1020.1 of Title 56, unless there 
is created a duplication in numbering, reads as follows: 
A.  Upon completion of an assessment of individuals receiving 
home- and community-based services for individuals with intellectual 
disabilities or of individuals waiting to receive home- and 
community-based services for individuals with intellectual 
disabilities, the Department of Human Services shall compile a final 
report of the following information and publish monthly updates of 
such information on the Department’s Internet website:

1. Demographic information on individuals waiting to receive 
home- and community-based services for individuals with intellectual 
disabilities including but not limited to age, gender, location , and 
whether or not they are currently receiving benefits or supports 
including but not limited to Medicaid, the Supplemental Nutrition 
Assistance Program (SNAP), Temporary Assistance for Needy Families 
(TANF), and other major state or federal assistance programs; 
2. The number of applicants who began receiving or stopped 
receiving home- and community-based services for individuals with 
intellectual disabilities during the assessment period and the 
reason services were stopped; 
3.  Any relevant trends in data relating to individuals waiting 
to receive home and community based servic es; 
4.  The frequency of contact between the Department and 
applicants and the mode of contact; 
5.  Resource gaps by type and by geographic area ; and 
6.  Resource or community supports and resources in need of 
expansion. 
B.  The final report shall be published on the Department ’s 
website and submitted to the President Pro Tempore of the Senate and 
the Speaker of the House of Representatives. 
SECTION 2.  It being immediately necessary for the pr eservation 
of the public peace, health or safety , an emergency is hereby
