2755 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

2956 SECTION 1. AMENDATORY 10 O.S. 2021, Section 640.2, is
3057 amended to read as follows:

3258 Section 640.2. A. The Oklahoma Partnership for School
3359 Readiness Board may:

3560 1. Establish guidelines for the disbursement of funds received
3661 from any public or private source or otherwise made availabl e to the
3762 Board for the purpose of supporting community i nitiatives that are
3863 consistent with the goals of the Oklahoma Partnership for School
3964 Readiness Act and direct such other expenditur es as may be necessary
4065 in the performance of its duties;

4293 2. Establish other guidelines as necessary to carry out the
4394 duties and responsibilities assigned to the Oklahoma Partnership for

5198 administration of the Board and to provide technical assista nce to
5299 communities upon request;

54100 5. Appoint subcommittees which may include persons who are not
55101 Board members. Such persons shall not be entitled to compensation
56102 but may be reimbursed, upon approval by the Director of the
57103 Department of Human Services, fo r necessary expenses incurred in the
58104 performance of their duties in accordance with the State Travel
59105 Reimbursement Act; and

61106 6. The Board shall ensure, to the greatest extent possible,
62107 that the needs and values of all parents are respected and protected
63108 and that voluntary participation i s the basis for delivering all
64109 school readiness programs. The Board shall act in ways which are
65110 sensitive to the diverse religious and other values of Oklahomans.

67111 B. The responsibilities of the Oklahoma Partnership for Sch ool
68112 Readiness Board shall be to:

70113 1. Conduct a thorough assessment of existing public and private
71114 programs to determine their effec tiveness and to maximize the
72115 efficient use of current state funds;

74143 2. Implement a public engagement campaign and establish a
75144 structure to facilitate communi cation between communities;

77145 3. Provide leadership at the state level to encourage
78146 communities to develop and improve school readiness opportunities at
79147 the local level to encourage and empower local communities;

81148 4. Encourage public and private programs, s ervices, and
82149 initiatives be brought together to provide coordinated, community -
83150 based, effective and cost-efficient programs;

85151 5. Maximize the extent to which private se ctor funding is
86152 leveraged and federal, state, and local funds are coordinated with
87153 private funds;

89154 6. Serve as the administrator of the statewide child care
90155 resource and referral network;

94156 7. Serve as the state clearinghouse for early childhood
95157 education and development programs and services;

97158 8. Establish standards of accountability in schoo l readiness
98159 programs and policy and recognize and promote the best practices;

101161 7. 9. Submit an annual report to the Governor an d the
102162 Legislature no later than Novem ber 1 of each year. The report shall
103163 include, but not be limited to, the following:

105164 a. preparedness level of children entering kindergarten,

107165 b. status and results of the effort of the Board to
108166 engage the public regardi ng the care and education of

110195 efforts of the Board to develop and promote private
111196 sector programs and voluntary parental involvement,

113197 c. detailed summary of community initiatives an d programs
114198 funded in whole, or in part, by the Board,

116199 d. availability and cost of quality child care for
117200 children under five (5) years of age needing care
118201 outside their home,

120202 e. number, location, and status of quality
121203 prekindergarten programs in the state, and

123204 f. percentage of third-grade students reading at or abov e
124205 grade level.

126206 C. The Department of Human Services shal l be the lead public
127207 agency for general administration and monitoring of programs and
128208 activities related to the Oklahoma Partnership for Sc hool Readiness
129209 Act.

131210 D. Each of the following agencies shall make staff available to
132211 the Oklahoma Partnership for Sch ool Readiness Board for the purp ose
133212 of providing professional consultation and staff support to assist
134213 in the implementation of this act:
