6057 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6158 SECTION 1. AMENDATORY 47 O.S. 2021, Section 6 -101, is
6259 amended to read as follows:
6360 Section 6-101. A. No person, exce pt those hereinafter
6461 expressly exempted in Section s 6-102 and 6-102.1 of this title,
6562 shall operate any motor vehicle upon a highway in this state unless
6663 the person has a valid Oklahoma driver license for the class of
64+vehicle being operated under the provis ions of this title. No

9795 B. 1. No person shall operate a Class A commercial motor
9896 vehicle unless the person is eighteen (18) years of age or older and
9997 holds a valid Class A commercial license, except as provided in
10098 paragraph 5 of this subsection and subsection F of this section.
10199 Any person holding a valid Class A commercial license shall be
102100 permitted to operate m otor vehicles in Classes A, B, C and D, except
103101 as provided for in paragraph 4 of this subsection.
104102 2. No person shall operate a Class B commercial motor vehicle
105103 unless the person is eighteen (18) years of age or older and holds a
106104 valid Class B commercial l icense, except as provided in paragraph 5
107105 of subsection F of this section. Any person holding a valid Class B
108106 commercial license shall be permitted to operate motor vehicles in
109107 Classes B, C and D, except as provided for in paragraph 4 of this
110108 subsection.
111109 3. No person shall operate a Class C commercial m otor vehicle
112110 unless the person is eighteen (18) years of age or older and holds a
113111 valid Class C commercial license, except as provided in subsection F
114112 of this section. Any person holding a valid Class C co mmercial
115113 license shall be permitted to operate mot or vehicles in Classes C
116114 and D, except as provided for in paragraph 4 of this subsection.
115+4. No person under twenty -one (21) years of age shall be

143-4. No person under twenty -one (21) years of age shall be
144-licensed to operate any motor vehicle which is required to be
145144 placarded for hazardous materials pursuant to 49 C.F.R., Part 172,
146145 subpart F, except as provided in subsection F of this section;
147146 provided, a person eighteen (18) years of age or older may be
148147 licensed to operate a farm vehicle which is required to be p lacarded
149148 for hazardous materials pursuant to 49 C. F.R., Part 172, subpart F,
150149 except as provided in subsection F of this section.
151150 5. A person at least seventeen (17) years of age who
152151 successfully completes all examinations required by law may be
153152 issued by the Department:
154153 a. a restricted Class A commercial license which shall
155154 grant to the licensee the privilege to operate a Class
156155 A or Class B commercial motor vehicle for harvest
157156 purposes or a Class D motor vehicle, or
158157 b. a restricted Class B commercial licen se which shall
159158 grant to the licensee the privilege to operate a Class
160159 B commercial motor vehicle for harvest purposes or a
161160 Class D motor vehicle.
162161 6. No person shall operate a Class D motor vehicle unless the
163162 person is sixteen (16) years of age or older an d holds a valid Class
164163 D license, except as provide d for in Section 6-102 or 6-105 of this
165164 title. Any person holding a valid Class D license shall be
166165 permitted to operate motor vehicles in Class D only.

193193 C. Any person issued a driver license pursuant to th is section
194194 may exercise the privilege thereby gran ted upon all streets and
195195 highways in this state.
196196 D. No person shall operate a motorcycle or motor -driven cycle
197197 without having a valid Class A, B, C or D license with a motorcycle
198198 endorsement. Except as ot herwise provided by law, any new applicant
199199 for an original driver license shall be required to successfully
200200 complete a written examination, vision examination and driving
201201 examination for a motorcycle as prescribed by the Department of
202202 Public Safety, and a certified state-approved motorcycle basic rider
203203 course approved by the Department if the applicant is seventeen (17)
204204 years of age or younger to be eligible for a motorcycle endorsement
205205 thereon. The written examination and driving examination for a
206206 motorcycle shall be waived by the Department of Public Sa fety upon
207207 verification that the person has successfully completed a certified
208208 Motorcycle Safety Foundation rider course approved by the
209209 Department.
210210 E. Except as otherwise provided by law, any person who la wfully
211211 possesses a valid Oklahoma driver license w hich is eligible for

214214 motorcycle as prescribed by the Department, and a certified st ate-

243244 for a motorcycle endorsement. The written examination and driving
244245 examination for a motorcycle shall be waived by the Department of
245246 Public Safety upon verification that the person has successfully
246247 completed a certified Motorcycle Safety Foundation rider course
247248 approved by the Department.
248249 F. 1. Any person eighteen (18) years of age or older may apply
249250 for a restricted Class A, B or C commercial learner permit. The
250251 Department, after the applicant has passed all parts of the
251252 examination for a Class D license and has successfully passed all
252253 parts of the examination for a Class A, B or C commercial license
253254 other than the driving examination, may issue to the applicant a
254255 commercial learner permit which shall entitle the person having
255256 immediate lawful possession of the commercial learner permit and a
256257 valid Oklahoma driver license or provisional driver license pursuant
257258 to Section 6-212 of this title to operate a Class A, B o r C
258259 commercial motor vehicle upon the public highways solely for the
259260 purpose of behind-the-wheel training in accordance with rules
260261 promulgated by the Department.
261262 2. This commercial learner permit shall be issued for a period
262263 as provided in Section 6 -115 of this title of one hundred eighty
263264 (180) days, which may be renewed one time for an additional one
264265 hundred eighty (180) days; provided, such commercial learner permit
265266 may be suspended, revoked, canceled, de nied or disqualified at the
266267 discretion of the Depa rtment for violation of the restrictions, for

293295 failing to give the required or correct information on the
294296 application or for violation of any traffic laws of this state
295297 pertaining to the operation of a motor vehicle. Except as otherwise
296298 provided, the lawful possessor of a commercial learner permit who
297299 has been issued a commercial learner permit for a minimum of
298300 fourteen (14) days may have the restriction requiring an
299301 accompanying driver removed by satisfacto rily completing a driver’s
300302 examination; provided, the removal of a restriction shall not
301303 authorize the operation of a Class A, B or C commercial motor
302304 vehicle if such operation is otherwise prohibited by law.
303305 3. No person shall apply for and the Departmen t shall not issue
304306 an original Class A, B or C driv er license until the person has been
305307 issued a commercial learner permit and held the permit for at least
306308 fourteen (14) days. Any person who currently holds a Class B or C
307309 license and who wishes to apply fo r another class of commercial
308310 driver license shall be required to apply for a commercial learner
309311 permit and to hold the permit for at least fourteen (14) days before
310312 applying for the Class A or B license, as applicable. Any person
311313 who currently holds a Cl ass A, B or C license and who wishes to add
312314 an endorsement or remove a restriction for which a skills
313315 examination is required shall be required to apply for a commercial
314316 learner permit and to hold the permit for at least fourteen (14)
315317 days before applying for the endorsement.

342345 4. A commercial learner perm it shall be issued by the
343346 Department as a separate and unique document which shall be valid
344347 only in conjunction with a valid Oklahoma driver license or
345348 provisional driver license pursuant to Section 6 -212 of this title,
346349 both of which shall be in the posses sion of the person to whom they
347350 have been issued whenever that person is operating a commercial
348351 motor vehicle as provided in this subsection.
349352 5. After one renewal of a commercial learner permit, as
350353 provided in paragraph 2 of this subsection, a commercial permit
351354 shall not be renewed again. Any person who has held a commercial
352355 learner permit for the initial issuance period and one renewal
353356 period shall not be eligible for and the Department shall not issue
354357 another renewal of the permit; provided, the person may reapply for
355358 a new commercial learner permit, as provided for in this subsection.
356359 G. 1. For purposes of this title:
357360 a. "REAL ID Compliant Driver License" or "Identification
358361 Card" means a driver license or identification card
359362 issued by the State of Okl ahoma that has been
360363 certified by the United States Department of Homeland
361364 Security (USDHS) as compliant with the requirements of
362365 the REAL ID Act of 2005, Public Law No. 109 -13. A
363366 REAL ID Compliant Driver L icense or Identification
364367 Card and the process thro ugh which it is issued
365368 incorporate a variety of security measures designed to

392396 protect the integrity and trustworthiness of the
393397 license or card. A REAL ID Compliant Driver License
394398 or Identification Card wil l be clearly marked on the
395399 face indicating that it is a compliant document, and
396400 b. "REAL ID Noncompliant Driver License" or
397401 "Identification Card" means a driver license or
398402 identification card issued by the State of Oklahoma
399403 that has not been certified by t he United States
400404 Department of Homeland Security ( USDHS) as being
401405 compliant with the requirements of the REAL ID Act. A
402406 REAL ID Noncompliant Driver License or Identification
403407 Card will be clearly marked on the face indicating
404408 that it is not compliant with the federal REAL ID Act
405409 and is not acceptable for official federal purposes.
406410 The driver license or identification card will have a
407411 unique design or color indicator that clearly
408412 distinguishes it from a compliant license or card.
409413 2. Original Driver License and Identification Card Issuance:
410414 a. Application for an original REAL ID Compliant or REAL
411415 ID Noncompliant Driver License or Identification Card
412416 shall be made to the Department of Public Safety
413417 through December 31, 2022. Beginning January 1, 2023,
414418 application for an original REAL ID Compliant Driver
415419 License or Identification Card may be made to Service

453458 January 1, 2023, Service Oklahoma employees or

456461 approval of an original REAL ID Compliant Driver
457462 License or Identification Card application. Service
458463 Oklahoma employees shall perform all document
459464 recognition and other requirements needed for approval
460465 of a REAL ID Noncompli ant Driver License or
461466 Identification Card applicat ion.
462467 c. Upon approval of an original REAL ID Compliant or REAL
463468 ID Noncompliant Driver License or Identification Card

465470 application document to a motor license agent to

499505 license or identification card shall afford the holder
500506 the privileges otherwise granted by the specific class
501507 of driver license or identification card for the
502508 period of time listed o n the temporary driver license
503509 or identification card or the period of time prior to
504510 the applicant receiving a REAL ID Compliant or REAL ID
505511 Noncompliant Driver License or Identification Card,
506512 whichever time period is shorter.
507513 3. REAL ID Compliant Driver L icense and Identification Card
508514 Renewal and Replacement:
509515 a. Application for renewal or replacement of a REAL ID
510516 Compliant Driver License or Identification Card may be
511517 made to the Department of Public Safety or to a motor
512518 license agent; provided, such motor license agent is
513519 authorized to process application for REAL ID
514520 Compliant Driver Licenses and Identification Cards. A

599607 4. REAL ID Noncompliant Driver License and Identification Card
600608 Renewal and Replacement:
601609 a. Application for renewal or replacement of a REAL ID
602610 Noncompliant Driver License or Identification Card may
603611 be made to the Department of Public Safety or to a
604612 motor license agent. A motor license agent may
605613 process the voluntary downgrade of a REAL ID
606614 Noncompliant Commercial Driver License to any lower
607615 class license upon request of the licensee; provided,
608616 no additional endorsements or restrictions are added
609617 to the license.
610618 b. Department of Public Safety employees or motor license
611619 agents shall perform all document recognition and
612620 other requirements needed for appr oval of a renewal or
613621 replacement REAL ID Noncompli ant Driver License or
614622 Identification Card application.

656665 H. 1. The fee charged for an approved application for an
657666 original Oklahoma REAL ID Compliant or REAL ID Noncompliant Driver
658667 License or an approved application for the addition of an
659668 endorsement to a current valid Oklahoma REAL I D Compliant or REAL ID
660669 Noncompliant Driver License shall be assessed in accordance with the
661670 following schedule:

696706 2. Notwithstanding the provisions of Section 1104 of this
697707 title, all monies collected from the fees charged for Class A, B and
698708 C commercial licenses pursuant to the provisions of this subsection
699709 shall be deposited in the General Revenue Fund of this state.
700710 I. The fee charged for any failed examination shall be Four
701711 Dollars ($4.00) for any license classification. Notwithsta nding the
702712 provisions of Section 1104 of this title, all monies collected from
703713 such examination fees pursuant to the provisions of this subsection
704714 shall be deposited in the General Revenue Fund of this state .
705715 J. In addition to any fee charged pursuant to t he provisions of
706716 subsection H of this section, the fee charged for the issuance or
707717 renewal of a REAL ID Noncompliant Driver License shall be in
708718 accordance with the following schedule; provided, that any app licant
709719 who has a CDL Learner Permit shall be charg ed only the replacement
710720 fee for the issuance of the license:

792804 L. A commercial learner permit may be renewed one time for a

795807 M. Notwithstanding the provisions of Section 1104 of this
796808 title, of each fee charged purs uant to the provisions of subsections
797809 J, K and L of this section:
798810 1. Five Dollars and fifty cents ($5.50) of a 4 -year license or

891905 Q. In accordance with the provisions of subsection G of this
892906 section, the Department of Public Safety and the Oklahoma Tax
893907 Commission are authorized to promulgate rules for the issuance and
894908 renewal of driver licenses authorized pursuant to the provisions of
895909 Sections 6-101 through 6-309 of this title; provided, that no su ch
896910 rules applicable to the issuance or renewal of REAL ID Noncompliant
897911 Driver Licenses shall create more stringent standards than such
898912 rules applicable as of January 1, 2017, unless directly related to a
899913 specific change in statutory law concerning standard s for REAL ID
900914 Noncompliant Driver Licenses. Applications, upon forms approved by
901915 the Department of Public Safety, for such licenses shall be handled,
902916 in accordance with the provisions of subsection G of th is section,
903917 by the motor license agents; provided, the Department of Public
904918 Safety is authorized to assume these duties in any county of this
905919 state. Each motor license agent accepting applications for driver
906920 licenses shall receive Six Dollars ($6.00) for a 4-year REAL ID
907921 Noncompliant Driver License or Tw elve Dollars ($12.00) for an 8 -year
908922 REAL ID Noncompliant Driver License or Ten Dollars ($10.00) for a 4 -
909923 year REAL ID Compliant Driver License or Twenty Dollars ($20.00) for
910924 an 8-year REAL ID Compliant Drive r License to be deducted from the
911925 total collected for each license or renewal application accepted.

938953 Beginning July 1, 2022, and ending on May 31, 2023, each motor
939954 license agent accepting applications for driver licenses for
940955 individuals over the age of six ty-five (65) years or for
941956 applications for drivers pursuant to subsection P of this section
942957 shall receive Six Dollars ($6.00) for a 4 -year driver license or
943958 Twelve Dollars ($12.00) for an 8 -year driver license to be deducted
944959 daily by the motor license agen t receipts. The amount retained
945960 pursuant to this subsection shall not be retained by any state
946961 agency. The fees received by the motor license agent, authorized by
947962 this subsection, shall be used for operating expenses.
948963 R. Notwithstanding the provisions o f Section 1104 of this title
949964 and subsection Q of t his section and except as provided in
950965 subsections H and M of this section, the first Sixty Thousand
951966 Dollars ($60,000.00) of all monies collected pursuant to this
952967 section shall be paid by the Oklahoma Tax Co mmission to the State
953968 Treasurer to be deposited in the General Revenue Fund of the State
954969 Treasury.
955970 The next Five Hundred Thousand Dollars ($500,000.00) of monies
956971 collected pursuant to this section shall be paid by the Tax
957972 Commission to the State Treasurer to be deposited each fiscal year
958973 under the provisions of this section to the credit of the Department
959974 of Public Safety Restricted Revolving Fund for the purpose of the
960975 Statewide Law Enforcement Communications System. All other monies
961976 collected in excess o f Five Hundred Sixty Thousand Dollars

9971013 purpose which is deemed necessary by the Commi ssioner of Public

9991015 2. By the driver licensing agency of another state for its
10001016 official purpose; and
10011017 3. As provided in Section 2 -110 of this title.
10021018 All agencies approved by the Oklahoma Law Enforcem ent
10031019 Telecommunications System (OLETS) or the Natio nal Law Enforcement
10041020 Telecommunications System (NLETS) to receive photographs or
10051021 computerized images may obtain them through OLETS or through NLETS.
10061022 Photographs or computerized images may be obtained by law
10071023 enforcement one inquiry at a time.
10081024 The computer system and related equipment acquired for this
10091025 purpose must conform to industry standards for interoperability and
10101026 open architecture. The Department of Public Safety may promulgate
10111027 rules to implement the pr ovisions of this subsection.

10481065 U. Upon the effective date of this act Beginning May 24, 2021,
10491066 and ending on April 30, 2023, in addition to the amounts p rovided in
10501067 subsection Q of this section, a motor l icense agent shall receive
10511068 Five Dollars ($5.00) for each processed application for a REAL ID
10521069 Compliant 4-year Driver License and Ten Dollars ($10.00) for each
10531070 processed application for a REAL ID Compliant 8 -year Driver License.
10541071 Any additional amounts prov ided pursuant to this subsection shall
10551072 not be retained by the Department of Public Safety.
10561073 SECTION 2. It being immediately necessary for the preservation
10571074 of the public peace, health or safe ty, an emergency is hereby
10581075 declared to exist, by r eason whereof this act shall take effect and

1149-SECTION 3. AMENDATORY 47 O.S. 2021, Section 6-101, is
1150-amended to read as follows:
1151-Section 6-101. A. No person, except those hereinafter
1152-expressly exempted in Sections 6 -102 and 6-102.1 of this title,
1153-shall operate any motor vehicle upon a highway in this state unless
1154-the person has a valid Oklahoma driver license for the class of
1155-vehicle being operated under the provisions of this title. No
1156-person shall be permitted to possess more tha n one valid license at
1157-any time, except as provided in paragraph 4 of subsec tion F of this
1158-section.
1159-B. 1. No person shall operate a Class A commercial motor
1160-vehicle unless the pe rson is eighteen (18) years of age or older and
1161-holds a valid Class A commer cial license, except as provided in
1162-paragraph 5 of this subsection and subse ction F of this section.

1203-license shall be permitted to operate motor vehicles in Clas ses C
1204-and D, except as provided for in paragraph 4 of this subsection.
1205-4. No person under twenty-one (21) years of age shall be
1206-licensed to operate any motor vehicle which is requ ired to be
1207-placarded for hazardous materials pursuant to 49 C.F.R., Part 172 ,
1208-subpart F, except as provided in subsection F of this section;
1209-provided, a person eighteen (18) years of age or older may be
1210-licensed to operate a farm vehicle which is required to be placarded
1211-for hazardous materials pursuant to 49 C.F.R., Part 172, sub part F,
1212-except as provided in subsection F of this section.

1239-5. A person at least seventeen (17) years of age who

1242-a. a restricted Class A commercial license which shal l

1245-purposes or a Class D motor vehicle, or

1250-6. No person shall operate a Class D motor vehicle unless the
1251-person is sixteen (16) years of age or o lder and holds a valid Class
1252-D license, except as provided for in Section 6 -102 or 6-105 of this
1253-title. Any person holding a valid Class D license shal l be
1254-permitted to operate motor vehicles in Class D only.
1255-C. Any person issued a driver license pursuan t to this section
1256-may exercise the privilege thereby granted upon all street s and
1257-highways in this state.
1258-D. No person shall operate a motorcycle or mo tor-driven cycle
1259-without having a valid Class A, B, C or D license with a motorcycle
1260-endorsement. Except as otherwise provided by law, any new applicant
1261-for an original driver lic ense shall be required to successfully
1262-complete a written examination, visio n examination and driving

1299-possesses a valid Oklahoma driver license which is eligible f or
1300-renewal shall be required to successfully complete a written
1301-examination, vision examination and driving examination for a
1302-motorcycle as prescribed by the Department, and a cer tified state-
1303-approved motorcycle basic rider course approved by the Departme nt if
1304-the person is seventeen (17) years of age or younger to be eligible
1305-for a motorcycle endorsement. The written examination and driving
1306-examination for a motorcycle shall be w aived by the Department of
1307-Public Safety upon verification that the person h as successfully
1308-completed a certified Motorcycle Safety Foundation rider cours e
1309-approved by the Department.
1310-F. 1. Any person eighteen (18) years of age or older may apply
1311-for a restricted Class A, B or C commercial learner permit. The

1341-other than the driving examination, may issue to the applicant a
1342-commercial learner permit which shall entitle the person having
1343-immediate lawful possession of the commercial learner permit and a
1344-valid Oklahoma driver license or provisional driver license pursua nt
1345-to Section 6-212 of this title to operate a Class A, B or C
1346-commercial motor vehicle upon the public highways solely for the
1347-purpose of behind-the-wheel training in accordance with rules
1348-promulgated by the Department.
1349-2. This commercial learner permit shall be issued for a period
1350-as provided in Section 6 -115 of this title of o ne hundred eighty
1351-(180) days, which may be renewed one time for an additional one
1352-hundred eighty (180) days; provided, such commercial learner permit
1353-may be suspended, revoked, can celed, denied or disqualified at the
1354-discretion of the Department for violat ion of the restrictions, for
1355-failing to give the required or correct informat ion on the
1356-application or for violation of any traffic laws of this state
1357-pertaining to the operation of a motor vehicle. Except as otherwise
1358-provided, the lawful possessor of a commercial learner permit who
1359-has been issued a commercial learner permit fo r a minimum of
1360-fourteen (14) days may have the restriction requiring an
1361-accompanying driver removed by satisfactorily completing a driver’s
1362-examination; provided, the removal of a restriction shall not

1390-vehicle if such operation is otherwise prohibited by law.
1391-3. No person shall apply for and the Department shall not issue
1392-an original Class A, B or C driver license until the person has been
1393-issued a commercial learner permit and held the permit for at least
1394-fourteen (14) days. Any person who currently holds a Class B or C
1395-license and who wishes t o apply for another class of commercial
1396-driver license shall be required to apply for a commercial learner
1397-permit and to hold the permit for at least fo urteen (14) days before
1398-applying for the Class A or B license, as applicable. Any person
1399-who currently holds a Class A, B or C license and who wishes to add
1400-an endorsement or remo ve a restriction for which a skills
1401-examination is required shall be require d to apply for a commercial
1402-learner permit and to hold the permit for at least fourteen (14)
1403-days before applying for the endorsement.
1404-4. A commercial learner permit shall be issu ed by the
1405-Department as a separate and unique document which shall be valid
1406-only in conjunction with a valid Oklahoma driver license or
1407-provisional driver license pursuant to Secti on 6-212 of this title,
1408-both of which shall be in the possession of the pers on to whom they
1409-have been issued whenever that person is operating a commer cial
1410-motor vehicle as provided in this subsection.
1411-5. After one renewal of a commercial learner permit, as
1412-provided in paragraph 2 of this subsection, a commercial permit

1441-period shall not be eligible for and the Department shall no t issue
1442-another renewal of the permit; provided, the person may reapply for
1443-a new commercial learner permit, as provided for in this subsection.
1444-G. 1. For purposes of this title:
1445-a. “REAL ID Compliant Driver License” or “Identification
1446-Card” means a driver license or identification card
1447-issued by the State of Oklahoma that has b een
1448-certified by the United States Department of Homeland
1449-Security (USDHS) as compliant with the requirements of
1450-the REAL ID Act of 2005, Public Law No. 109-13. A
1451-REAL ID Compliant Driver License or Identification
1452-Card and the process through which it is issued
1453-incorporate a variety of security measures designed to
1454-protect the integrity and trustworthiness of the
1455-license or card. A REAL ID Compliant Driver License
1456-or Identification Card will be clearly marked on the
1457-face indicating that it is a compliant document, and
1458-b. “REAL ID Noncompliant Driver License” or
1459-“Identification Card” means a driver license or
1460-identification card issued by the State of Oklahoma
1461-that has not been cert ified by the United States
1462-Department of Homeland Security (USDHS) as being

1740-2. Notwithstanding the provisions of Section 11 04 of this
1741-title, all monies collected from the fees charged for Class A, B and
1742-C commercial licenses pursuant to the provisions of this subsection
1743-shall be deposited in the General Revenue Fun d of this state.
1744-I. The fee charged for any failed examination shall be Four
1745-Dollars ($4.00) for any license classification. Notwithstanding the
1746-provisions of Section 1104 of this title, all monies collected from
1747-such examination fees pursuant to the pro visions of this subsection
1748-shall be deposited in the General Re venue Fund of this state.
1749-J. In addition to any fee charged pursuant to the provisions of
1750-subsection H of this section, the fee charged for the issuance or
1751-renewal of a REAL ID Noncompliant Dr iver License shall be in
1752-accordance with the following schedule ; provided, that any applicant
1753-who has a CDL Learner Permit shall be charged only the replacement
1754-fee for the issuance of the license:

1836-L. A commercial learner permit may be renewe d one time for a
1837-period of one hundred eighty (180) days. The cost for the renewed
1838-permit shall be the same as for the original perm it.
1839-M. Notwithstanding the provisions of Section 1104 of this
1840-title, of each fee charged purs uant to the provisions of sub sections
1841-J, K and L of this section:
1842-1. Five Dollars and fifty cents ($5.50) of a 4-year license or
1843-Eleven Dollars ($11.00) of an 8 -year license shall be deposited to
1844-the Trauma Care Assistance Revolving Fund created in Sectio n 1-
1845-2530.9 of Title 63 of the Oklahoma Statutes;
1846-2. Six Dollars and s eventy-five cents ($6.75) of a 4-year
1847-license or Thirteen Dollars and f ifty cents ($13.50) o f an 8-year
1848-license shall be deposited to the Dep artment of Public Safety
1849-Computer Imaging Sys tem Revolving Fund to be used solely for the
1850-purpose of administration and maintenance of the computerized
1851-imaging system of the Department;
1852-3. Ten Dollars ($10. 00) of a 4-year license or Twenty Dollars
1853-($20.00) of an 8-year license shall be deposited to the Department
1854-of Public Safety Revolving Fund for all original or ren ewal
1855-issuances of licenses; and
1856-4. Five Dollars ($5.00) of a 4 -year license or Six Dollars
1857-($6.00) of an 8-year license shall be deposited to the State Public
1858-Safety Fund created in Sec tion 2-147 of this title.

1895-P. No person who has been honorably discharged from act ive
1896-service in any branch of the Armed Forces of the United States or

1898-States Department of Veterans Affairs, its successor or the Armed
1899-Forces of the United States to be a disabled veteran i n receipt of
1900-compensation at the one-hundred-percent rate for a permanent
1901-disability sustained through military action or accident resulting
1902-from disease contracted while in such active service and registered
1903-with the veterans registry created by the Oklah oma Department of
1904-Veterans Affairs shall be ch arged a fee for the issuance,
1905-replacement or renewal of an Oklahoma driv er license; provided, that
1906-if a veteran has been previously exempt from a fee pursuant to this
1907-subsection, no registration with the vetera ns registry shall be
1908-required.

1935-Q. In accordance with the provisions of subsection G of this
1936-section, the Department o f Public Safety and the Oklahoma Tax
1937-Commission are authoriz ed to promulgate rules for the issuance and
1938-renewal of driver licenses authori zed pursuant to the provisions of
1939-Sections 6-101 through 6-309 of this title; provided, that no such
1940-rules applicable to the issuance or renewal of REAL ID Noncompliant
1941-Driver Licenses shall create more stringent standards than such
1942-rules applicable as of January 1, 2017, unless directly related to a
1943-specific change in statutory law concerning standards for REAL ID
1944-Noncompliant Driver Licenses. Applications, upon forms approved b y
1945-the Department of Public Safety, for such licenses shall be handled,
1946-in accordance with the provisions of subsection G of this section,
1947-by the motor license agents; provided, the Department of P ublic
1948-Safety is authorized to assume these duties in any cou nty of this
1949-state. Each motor license agent accepting applications for driver
1950-licenses shall receive Six Dollars ($6.00) for a 4-year REAL ID
1951-Noncompliant Driver License or Twelve Dollars ($12.00) for an 8-year
1952-REAL ID Noncompliant Driver License or Ten Dollars ($10.00) for a 4-
1953-year REAL ID Compliant Driver Lic ense or Twenty Dollars ($20.00) for
1954-an 8-year REAL ID Compliant Driver License to be deducted from the
1955-total collected for each license or renewal application accepted.
1956-Beginning July 1, 2022 , and ending on May 31, 2023, each motor
1957-license agent or licensed operator accepting applications for driver
1958-licenses for individuals over the age of sixty -five (65) years or

1985-for applications for drivers pursuant to subsect ion P of this

1989-receipts. The amount retained pursuant to this subsection shall not
1990-be retained by any state agency. The fees received by the motor
1991-license agent, authorized by this subsection, shall be used for
1992-operating expenses. For purposes of this s ubsection, “licensed
1993-operator” shall mean an individual who ob tains a license from the
1994-Service Oklahoma Operator Board to operate a designated Service
1995-Oklahoma location and offers third -party fulfillment of designated
1996-services to be rendered by Service Okl ahoma.
1997-R. Notwithstanding the provisions of Section 1104 of t his title
1998-and subsection Q of this section and except as provided in
1999-subsections H and M of this section, the first Sixt y Thousand
2000-Dollars ($60,000.00) of all monies collected pursuant to this
2001-section shall be paid by the Oklahoma Tax Commission to the Sta te
2002-Treasurer to be deposited in the General Revenue Fund of the State
2003-Treasury.
2004-The next Five Hundre d Thousand Dollars ( $500,000.00) of monies
2005-collected pursuant to this section shall be paid by the Tax
2006-Commission to the State Treasurer to be deposited eac h fiscal year
2007-under the provisions of this section to the credit of the Departme nt
2008-of Public Safety Restricted Revolving Fund for the purpose of the
2009-

2040-S. The Department of Public Safet y shall retain the images
2041-displayed on licenses and identifica tion cards issued pursuant to
2042-the provisions of Sections 6-101 through 6-309 of this title which
2043-may be used only:
2044-1. By a law enforcement agency for purposes of criminal
2045-investigations, missin g person investigations or any law enforcement
2046-purpose which is deemed necessary by the Commissioner of Public
2047-Safety;
2048-2. By the driver lice nsing agency of another state for its
2049-official purpose; and
2050-3. As provided in Section 2-110 of this title.
2051-All agencies approved by the Oklahoma Law Enforcement
2052-Telecommunications System (OLETS) or the National Law Enforcement
2053-Telecommunications System (N LETS) to receive photographs or
2054-computerized images may obtain them through OLETS or through NLETS.
2055-Photographs or computerized images may be obtained by law
2056-enforcement one inquiry at a time.
2057-The computer system and related equipment acquired for this
2058-purpose must conform to industry standards for interoperability and

2087-T. No person may hold more than one state-issued or territory-
2088-issued REAL ID Compliant Driver License or REA L ID Compliant
2089-Identification Card from Oklahoma or any other state or terr itory.
2090-The Department shall not issue a REAL ID Compliant Dri ver License to
2091-a person who has been previously issued a REAL ID Compliant Driv er
2092-License or REAL ID Compliant Identifi cation Card until such license
2093-or identification card has been surrendered to the Department by the
2094-applicant. The Department may promul gate rules related to the
2095-issuance of replacement REAL ID Compliant Driver Lice nses in the
2096-event of loss or theft.
2097-U. Upon the effective date of this act Beginning May 24, 2021,
2098-and ending on April 30, 2023, in addition to the amounts pr ovided in
2099-subsection Q of this section, a motor license agent shall receive
2100-Five Dollars ($5.00) for each processed appli cation for a REAL ID
2101-Compliant 4-year Driver License and Ten Dollars ($10.00) for each
2102-processed application for a REAL ID Compliant 8 -year Driver License.
2103-Any additional amounts provided pursuant to this subsection shall
2104-not be retained by the Department of Public Safety.
2105-SECTION 4. It being immediately necessary for the pr eservation
2106-of the public peace, health or safety, an emergency is hereby
2107-declared to exist, by reason whereof this act shall take effect and
