6455 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6556 SECTION 1. NEW LAW A new section of law to be codified
6657 in the Oklahoma Statutes as Section 1737 of Title 69, unless there
6758 is created a duplication in numb ering, reads as follows:
59+The Oklahoma Turnpike Authority shall prepare a report
60+concerning the proposed construction of the South Extension
61+Turnpike. The study shall include, but not be limited to, the
62+following information:
63+1. The factors that were considered when determining the route
64+of the South Extension Turnpike;

94-The Oklahoma Turnpike Authority shall conduct a study and
95-prepare a report concerning the proposed construction of the South
96-Extension Turnpike, Outer Loop-East-West Connector Turnpike, or any
97-subsequent naming designations , of any part or parts there of in
98-their entirety that pass through any portion of the City of Norman.
99-The study shall include, but not be limited to, the following
100-information:
101-1. The factors that were considered when deter mining the route
102-of the turnpikes or turnpike extensions described in this section ;
103-2. Whether the proposed routes have been determined to be the
104-most effective route s regarding the flow of traffic a nd a discussion
105-as to the factors considered in making that determination;
92+2. Whether the proposed route was determined to be the most
93+effective route regarding the flow of traffic a nd a discussion as to
94+the factors considered in making that determination;

109+South Extension Turnpike. Upon receipt of the report, the President

144-Governor, President Pro Tempore of the Oklahoma State Senate, and
145-the Speaker of the Oklahoma House of Representatives at least one
146-(1) year prior to issuing bonds for the construction on the
147-turnpikes or turnpike extensions described in this section . Upon
148-receipt of the study and report, the President Pro Tempore of the
149-Senate shall submit one copy of the study and report to the Chairman
150-of the Senate Transportation Committee, or successor committee. The
151-Speaker of the House of Representatives shall submit one copy of the
152-study and report to the Chair of the House Transportation Committee,
153-or successor committee.
154-Upon the receipt of the study and report, the Legislature may
155-modify the authorization for construction or location of the
156-turnpikes or turnpike extensions described in this sec tion, as
157-provided in Section 1732 of Title 69 of the Oklahoma Statutes.
158-SECTION 2. It being immediate ly necessary for the preserva tion
159-of the public peace, health or safety, an emergency is hereby
160-declared to exist, by re ason whereof this act shall take effect and
161-be in full force from and after its passage and approval."
