3361 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3562 SECTION 1. NEW LAW A new section of law to be codified
3663 in the Oklahoma Statutes as Section 3-116.6 of Title 70, unless
3764 there is created a duplication in numbering, reads as follows:

3965 A. The Commission for Edu cational Quality and Accountability
4066 shall establish a two-year pilot program for mentor teacher training
4167 with the goal of retaining teachers in this state . For the purposes

4295 of this section, “mentor teacher” shall have the same meaning as
4396 provided for in Section 6-182 of Title 70 of the Oklahoma Statutes.

4597 B. The pilot program sh all provide mentor teachers , who have
4698 taught for at least five (5) years , with coaching tools to guide,

4999 support, and assist teachers who have been employed by a publ ic
50100 school district in this state for one year in the areas of classroom
51101 management, curriculum, differentiation of instruction , and other
52102 pedagogical techniques. The goal of the pilot program shall be to
53103 provide training to one mentor teacher from each school district in
54104 this state over the two-year period.

56105 C. Subject to the availability of funds, mentor teachers who
57106 complete the training pilot program created by this section shall be
58107 provided a one-time stipend of Three Thousand Dollars ($3,000.00).

60108 D. The Commission shall administer an introductory survey and
61109 an exit survey to teachers placed under the mentorship of a mentor
62110 teacher who completed the training pilot program created b y this
63111 section. The Commission shall cr eate a standardized survey form to
64112 measure a teacher’s mentorship experience.

66113 E. By July 1, 2026, the Commission shall submit a report to the
67114 President Pro Tempore of the Senate, the Speaker of the Hou se of
68115 Representatives, and the chairs of the education committees in the
69116 Senate and House of Represent atives. The report shall include but
70117 not be limited to aggregate data from the surveys administered

74147 F. The Commission shall promulgate rules to implement the
75148 provisions of this section.

77149 SECTION 2. This act shall become effective July 1, 2022.

79150 SECTION 3. It being immediately necessary for the preservation
80151 of the public peace, health or safety, an emergency is hereby
81152 declared to exist, by reason whereof thi s act shall take effect and
82153 be in full force from and after its passage and approval .
