33	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

35	62		SECTION 1. NEW LAW A new section of law to be codified
36	63		in the Oklahoma Statutes as Section 3-116.6 of Title 70, unless
37	64		there is created a duplication in numbering, reads as follows:

39	65		A. The Commission for Edu cational Quality and Accountability
40	66		shall establish a two-year pilot program for mentor teacher training
41	67		with the goal of retaining teachers in this state . For the purposes

42	95		of this section, “mentor teacher” shall have the same meaning as
43	96		provided for in Section 6-182 of Title 70 of the Oklahoma Statutes.

45	97		B. The pilot program sh all provide mentor teachers , who have
46	98		taught for at least five (5) years , with coaching tools to guide,
47		-

49	99		support, and assist teachers who have been employed by a publ ic
50	100		school district in this state for one year in the areas of classroom
51	101		management, curriculum, differentiation of instruction , and other
52	102		pedagogical techniques. The goal of the pilot program shall be to
53	103		provide training to one mentor teacher from each school district in
54	104		this state over the two-year period.

56	105		C. Subject to the availability of funds, mentor teachers who
57	106		complete the training pilot program created by this section shall be
58	107		provided a one-time stipend of Three Thousand Dollars ($3,000.00).

60	108		D. The Commission shall administer an introductory survey and
61	109		an exit survey to teachers placed under the mentorship of a mentor
62	110		teacher who completed the training pilot program created b y this
63	111		section. The Commission shall cr eate a standardized survey form to
64	112		measure a teacher’s mentorship experience.

66	113		E. By July 1, 2026, the Commission shall submit a report to the
67	114		President Pro Tempore of the Senate, the Speaker of the Hou se of
68	115		Representatives, and the chairs of the education committees in the
69	116		Senate and House of Represent atives. The report shall include but
70	117		not be limited to aggregate data from the surveys administered

74	147		F. The Commission shall promulgate rules to implement the
75	148		provisions of this section.

77	149		SECTION 2. This act shall become effective July 1, 2022.

79	150		SECTION 3. It being immediately necessary for the preservation
80	151		of the public peace, health or safety, an emergency is hereby
81	152		declared to exist, by reason whereof thi s act shall take effect and
82	153		be in full force from and after its passage and approval .
