77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. AMENDATORY Rule 2.101 of the Rules of the
79	79	Ethics Commission (74 O.S. 2021, Ch. 62, App. I), is amended to read
80	80	as follows:
81	81	Rule 2.101. A. Regular Elections. Each candidate committ ee
82	82	for a candidate who has filed a declaration of candidacy with the
83	83	State Election Board for an office to be filled at the general
84	84	election shall not be required to file quarterly reports after April
85	85	30 of the year in which the declaration of candidacy is filed but
86	86	shall file a pre-election Report of Con tributions and Expend itures:

148	148	days before the general election.
149	149	Provided; however, the candidate committee of a candidate who is
150	150	unopposed and does not conduct a campaign shall not be required to
151	151	file a pre-election Report of Con tributions and Expenditures. Such
152	152	candidate committee shall file a post -election Report of
153	153	Contributions and Expe nditures no earlier than January 1 nor later
154	154	than January 31 of the year following the genera l election for the
155	155	period beginning the day after the last day of the general election
156	156	pre-election reporting period and ending December 31 of the
157	157	immediately preceding year.
158	158	B. Special Elections. Each candidate committee for a candidate
159	159	in a special primary, runoff primary or general election shall file
160	160	a pre-election Report of Contributions and Expenditures for special

213	213	for the same periods as pro vided in section A.
214	214	1. If there is no special runoff primary election scheduled,
215	215	the period covered by the pre -election report for the general
216	216	election shall begin fourteen (14) days before the primary ele ction
217	217	and end fifteen (15) days before the general election.
218	218	2. Following the special genera l election, each candidate
219	219	committee shall file a post -election Report of Contributions and
220	220	Expenditures during the filing period required for the next
221	221	quarterly report following the special general election. That post-
222	222	election report shall be for a peri od beginning the day after the
223	223	last day of the general election pre -election reporting period and
224	224	ending on the same day as the last day of the regular quarterly
225	225	report. Thereafter, the committee shall file repor ts as otherwise
226	226	required by these Rules.
227	227	C. Except for good cause shown, any candidate committee that
228	228	files more than one Report of Contributions and Expenditures after
229	229	the date it is due shall be deemed t o have intentionally failed to
230	230	file the report in violation of these Rules.
231	231	SECTION 2. This act shall become effective November 1, 2022.
