7777 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7878 SECTION 1. AMENDATORY Rule 2.101 of the Rules of the
7979 Ethics Commission (74 O.S. 2021, Ch. 62, App. I), is amended to read
8080 as follows:
8181 Rule 2.101. A. Regular Elections. Each candidate committ ee
8282 for a candidate who has filed a declaration of candidacy with the
8383 State Election Board for an office to be filled at the general
8484 election shall not be required to file quarterly reports after April
8585 30 of the year in which the declaration of candidacy is filed but
8686 shall file a pre-election Report of Con tributions and Expend itures:

148148 days before the general election.
149149 Provided; however, the candidate committee of a candidate who is
150150 unopposed and does not conduct a campaign shall not be required to
151151 file a pre-election Report of Con tributions and Expenditures. Such
152152 candidate committee shall file a post -election Report of
153153 Contributions and Expe nditures no earlier than January 1 nor later
154154 than January 31 of the year following the genera l election for the
155155 period beginning the day after the last day of the general election
156156 pre-election reporting period and ending December 31 of the
157157 immediately preceding year.
158158 B. Special Elections. Each candidate committee for a candidate
159159 in a special primary, runoff primary or general election shall file
160160 a pre-election Report of Contributions and Expenditures for special

213213 for the same periods as pro vided in section A.
214214 1. If there is no special runoff primary election scheduled,
215215 the period covered by the pre -election report for the general
216216 election shall begin fourteen (14) days before the primary ele ction
217217 and end fifteen (15) days before the general election.
218218 2. Following the special genera l election, each candidate
219219 committee shall file a post -election Report of Contributions and
220220 Expenditures during the filing period required for the next
221221 quarterly report following the special general election. That post-
222222 election report shall be for a peri od beginning the day after the
223223 last day of the general election pre -election reporting period and
224224 ending on the same day as the last day of the regular quarterly
225225 report. Thereafter, the committee shall file repor ts as otherwise
226226 required by these Rules.
227227 C. Except for good cause shown, any candidate committee that
228228 files more than one Report of Contributions and Expenditures after
229229 the date it is due shall be deemed t o have intentionally failed to
230230 file the report in violation of these Rules.
231231 SECTION 2. This act shall become effective November 1, 2022.
