AS INTRODUCED 
 
An Act relating to Rules of the Ethics Commi ssion; 
amending Rule 2.101 of the Rules of the Ethics 
Commission (74 O.S. 2021, Ch. 62, App. I), which 
relate to reports for candidate committee in election 
year; providing exemption from filing certain report 
for unopposed candidates; and providing an eff ective 
date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     Rule 2.101 of the Rules of the 
Ethics Commission (74 O.S. 2021, Ch. 62, App. I), is amended to read 
as follows: 
Rule 2.101.  A.  Regular Elections.  Each candidate committ ee 
for a candidate who has filed a declaration of candidacy with the 
State Election Board for an office to be filled at the general 
election shall not be required to file quarterly reports after April 
30 of the year in which the declaration of candidacy is filed but 
shall file a pre-election Report of Con tributions and Expend itures:

(1)  no earlier than fourteen (14) days nor later than eight (8) 
days before the primary election for the period beginning April 1 
and ending fifteen (15) days before the primar y election; 
(2)  no earlier than fourteen (14) day s nor later than eigh t (8) 
days before the runoff primary election for the period beginning 
fourteen (14) days before the primary election and ending fifteen 
(15) days before the runoff primary election; 
(3)  no earlier than fourteen (14) days nor later th an eight (8) 
days before the general electi on for the period beginning fourteen 
(14) days before the runoff primary election and ending fifteen (15) 
days before the general election. 
Provided; however, the candidate committee of a candidate who is 
unopposed and does not conduct a campaign shall not be required to 
file a pre-election Report of Con tributions and Expenditures. Such 
candidate committee shall file a post -election Report of 
Contributions and Expe nditures no earlier than January 1 nor later 
than January 31 of the year following the genera l election for the 
period beginning the day after the last day of the general election 
pre-election reporting period and ending December 31 of the 
immediately preceding year. 
B.  Special Elections.  Each candidate committee for a candidate 
in a special primary, runoff primary or general election shall file 
a pre-election Report of Contributions and Expenditures for special

primary, runoff primary or general election on the same dates and 
for the same periods as pro vided in section A. 
1.  If there is no special runoff primary election scheduled, 
the period covered by the pre -election report for the general 
election shall begin fourteen (14) days before the primary ele ction 
and end fifteen (15) days before the general election. 
2.  Following the special genera l election, each candidate 
committee shall file a post -election Report of Contributions and 
Expenditures during the filing period required for the next 
quarterly report following the special general election. That post- 
election report shall be for a peri od beginning the day after the 
last day of the general election pre -election reporting period and 
ending on the same day as the last day of the regular quarterly 
report.  Thereafter, the committee shall file repor ts as otherwise 
required by these Rules. 
C.  Except for good cause shown, any candidate committee that 
files more than one Report of Contributions and Expenditures after 
the date it is due shall be deemed t o have intentionally failed to 
file the report in violation of these Rules. 
SECTION 2.  This act shall become effective November 1, 2022.
