An Act relating to aviation; creating the Fly -In 
Oklahoma Act; providing short title; creating th e 
Fly-In Oklahoma Program within the Oklahoma 
Aeronautics Commission ; stating purpose of program; 
providing for collaboration with the Oklaho ma Tourism 
and Recreation Department; authorizing C ommission to 
utilize funds from grants or trusts to implement the 
enhancement and promotion of Oklahoma airports; 
requiring funding recipients to track t ourism 
activities and report annually; allowing Commission 
to contract with entities to carry out the duties of 
the program; providing for the promulgation of rules; 
providing for codification; and provi ding an 
effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF T HE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new sectio n of law to be codified 
in the Oklahoma Statutes as Section 383 of Title 3, unless there is 
created a duplication in numbering, reads as follows: 
This act shall be known and may be cited as the “Fly-In Oklahoma 
Act”.

SECTION 2.     NEW LAW    A new section of law to be codif ied 
in the Oklahoma Statutes as Section 383.1 of Title 3, unless there 
is created a duplication in numb ering, reads as follows: 
A.  There is hereby created within the Oklahoma Aeronautics 
Commission the Fly-In Oklahoma Program.  The purpose of this program 
shall be to enhance and incentivize avia tion and aerospace tourism 
areas at publicly owned airports within the state through 
opportunities to improve airports, terminal buildings, recreational 
aviation activities, and other aviation travel -related 
infrastructure as well as to advertise tourism opportunities to the 
aviation community and enhance general awareness of the aviation and 
aerospace industry.  The program shall also promote fly-in events 
and activities as well as encourag e pilots and aviation enth usiasts 
to utilize the Oklahoma Airport S ystem.  The program shall be 
administered by the Oklahoma Aeronautics Commission in collaboration 
with the Oklahoma Tourism and Recreation Department. 
B.  Grants for publicly owned airports and municipalities or 
public trusts, which operate publicly owned airports that are in the 
Oklahoma Airport System , shall be available for development and 
improvement of infrastructure and equipment that would support fly -
in tourism, advertising of fly -in tourism, and general awar eness of 
the aviation industry within the state.  Recipients that receive 
funding from the Commission pursuant to this program shall be 
required to keep track of tourism activities and uses of the grant

at their airport and report on an annual basis how th is funding has 
enhanced aviation and aerospace activity at their airport. 
C.  Contingent upon the availability of funds appropriated by 
the Legislature, the Oklahoma Aeronautics Commission may use 
established processes or may contract with qualified entiti es to 
carry out the duties and responsibi lities of this program. 
D.  The Oklahoma Aeronautics Commission shall promulgate any 
rules necessary to implement the provisions of the Fly -In Oklahoma 
Program. 
SECTION 3.  This act shall become e ffective November 1, 2022.
