5948 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHO MA:
6049 SECTION 1. AMENDATORY 3 O.S. 2021, Section 374, is
6150 amended to read as follows:
6251 Section 374. A. There is hereby created within the Oklahoma
6352 Department of Transportation the Oklahoma Advanced Mobi lity Pilot
6453 Program. Contingent upon the availability of fu nds, the Program
6554 will identify and select communities in this state to serve as pilot
6655 programs for the adoption of advanced mobility technologies. The
6756 program will focus on advanced mobility technologies to enhance the
57+transportation opportunities available for Oklaho mans and those that
58+transact commerce within and through the state. Both advanced
59+ground transportation, such as autonomous ground vehicles, as well
60+as advanced air mobility vehicles, such as autonomous vertical t ake-
61+off or landing (eVTOL) vehicles, will be considered part of the

95-transportation opportunities available for Oklaho mans and those that
96-transact commerce within and through the state. Both advanced
97-ground transportation, such as autonomous ground vehicles, as well
98-as advanced air mobility vehicles, such as autonomous vertical t ake-
99-off or landing (eVTOL) vehicles, will be considered part of the
10088 program. The program will also look to enhance the inter action
10189 between modes of transportation to ensure the state is best prep ared
10290 for the interconnected tr ansportation technologies of the future.
10391 B. The Program will focus on b oth advanced ground
10492 transportation, such as autonomous ground vehicles, as wel l as
10593 advanced air mobility vehicles such as electric vertical take -off or
10694 landing (eVTOL) vehicles.
10795 C. Contingent upon the availability of funds, the Department of
10896 Transportation will identify and select government entities in this
10997 state to serve as pilot p rograms for the adoption of adv anced
11098 mobility technologies. Eligible communities entities will be
11199 cities, counties and tribal governm ents. Priority will be given to
112100 communities and tribal governments government entities that have
113101 been selected to participate in transportation -related pilot
114102 programs by the United States Department of Transportation after
115103 January 1, 2017.
116104 D. C. The Oklahoma Secretary of Transportation shall cre ate the
117105 Advanced Mobility Program Advisory Council comprised of nine (9)
118106 members selected by the Oklahoma Secretary of Transportation to
107+represent a diverse set of stakeholders involve d with the adoption
108+of advanced mobility technologies. The Council shal l provide
109+policy, regulatory, and any other necessary recommendations to the
110+Oklahoma Secretary of Transportation on policy and regulatory issues
111+related to the adoption of advanced mob ility technologies.

151138 E. D. Subject to the availability of funds, the Pr ogram shall
152139 make two matching grant awards each year to the selected pilot
153140 programs to support pilot program activities. The awards shall be
154141 up to Five Hundred Thousand Dollars ($500,0 00.00) Five Million
155142 Dollars ($5,000,000.00) each and will be require a direct one-to-one
156143 match for nonstate funds invested or received by the pilot selected
157144 pilot program including funds from the pilot entity. Once an entity
158145 has been selected for an award , it cannot receive another award for
159146 at least two (2) years.
160147 F. E. The Oklahoma Department of Transportation shall h ave the
161148 power to make any contract, e xecute any document or perform any act
162149 in order to carry out this act.
163150 SECTION 2. This act shall become effectiv e November 1, 2022.
