AS INTRODUCED 
 
An Act relating to legislation; creating the Line-
Item Legislation Committee; providing for membership; 
stating purpose of the committee; requiring delivery 
of findings and recommendations by certain date; 
providing for codification; and declaring an 
emergency. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 30.1 of Title 75, unless there 
is created a duplication in numberin g, reads as follows: 
Upon Sine Die adjournment of the 2 nd Regular Session of 58 th 
Oklahoma Legislature, the President Pro Tempore and the Speaker of 
the House of Representatives shall , within thirty (30) days of that 
date, create the “Line-Item Legislation Committee”. 
The Committee shall be comprised of five legislative members 
from the Senate and fiv e legislative members of the House to be 
appointed by the President Pro Tempore of the Senate and the Speaker 
of the House of Representatives .

The purpose of the Committee shall be to develop the necessary 
rules and joint rules of each house of the Legisla ture for the 
implementation of line-item voting procedures for the future 
consideration of legislation .  In addition to the procedural 
changes, other considerations and findings shall include software 
updates and estimated costs for the voting procedures a nd 
identification of existing statutes or constitutional provisions 
requiring amendment. 
By November 1, 2022, the findings and recommendations of the 
Committee shall be delivered to the President Pro Tempore of the 
Senate and the Speaker of the House of Re presentatives. 
SECTION 2.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emerg ency is hereby 
declared to exist, by reason whereof this act shall take effect and 
be in full force from and after its passage and approval.
