35	67		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

37	68		SECTION 1. NEW LAW A new section of law to be codified
38	69		in the Oklahoma Statutes as Section 6 28.19 of Title 70, unless there
39	70		is created a duplication in numbering, reads as follows:

41	98		A. There is hereby created until November 30, 2022, a task
42	99		force to study and make recommendations regarding the current and
43	100		future concurrent enrollment needs of the state and pathways for
44	101		awarding degrees and certificates through concurrent enrollment.

48	102		B. The task force shall be comprised of fourteen (14) members
49	103		to be appointed as follows:

51	104		1. Two members of the Senate, appointed by the President Pro
52	105		Tempore of the Senate, one of whom shall be designated co -chair of
53	106		the task force;

55	107		2. Two members of the House of Representatives, appointed by
56	108		the Speaker of the House of Representatives, one of whom shall be
57	109		designated co-chair of the task force;

59	110		3. Three school dis trict superintendents, appointed by the
60	111		State Superintendent of Public Instruction;

62	112		4. Two presidents of two -year institutions within The Oklahoma
63	113		State System of Higher Education or their designees, appointed by
64	114		the Chancellor of Higher Education;

66	115		5. Two presidents of comprehensive institutions within The
67	116		Oklahoma State System of Higher Education or their designees,
68	117		appointed by the Chancellor of Higher Education;

70	118		6. Two presidents of regional institutions within The Oklahoma
71	119		State System of Higher Educ ation or their designees, appointed by
72	120		the Chancellor of Higher Education; and

76	149		C. Appointments to the task force shall be made within thirty
77	150		(30) days after the effective date of this act. The task fo rce
78	151		shall conduct an organizational meeting not later than September 1,
79	152		2021.

81	153		D. A quorum of the task force shall be required to approve any
82	154		final action of the task force. For purposes of this section, eight
83	155		members shall constitute a quorum.

85	156		E. The task force may meet as often as may be required to
86	157		perform the duties imposed upon it.

88	158		F. The meetings of the task force shall be subject to the
89	159		Oklahoma Open Meeting Act.

93	160		G. Members of the task force shall receive no compensation or
94	161		travel reimbursement.

96	162		H. The Oklahoma State Regents for Higher Education and the
97	163		Senate shall provide staff and administrative support for the task
98	164		force.

100	165		I. The task force shall submit a report of its findings and
101	166		recommendations by November 30, 2022, to the Governor, the Pr esident
102	167		Pro Tempore of the Senate and the Speaker of the House of
103	168		Representatives.

105	169		SECTION 2. This act shall become effective July 1, 2021.

107	170		SECTION 3. It being immediately necessary for the preservation
108	171		of the public peace, health or safety, an emergency is hereby
