3567 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3768 SECTION 1. NEW LAW A new section of law to be codified

4198 A. There is hereby created until November 30, 2022, a task
4299 force to study and make recommendations regarding the current and
43100 future concurrent enrollment needs of the state and pathways for
44101 awarding degrees and certificates through concurrent enrollment.

48102 B. The task force shall be comprised of fourteen (14) members
49103 to be appointed as follows:

51104 1. Two members of the Senate, appointed by the President Pro
52105 Tempore of the Senate, one of whom shall be designated co -chair of
53106 the task force;

55107 2. Two members of the House of Representatives, appointed by
56108 the Speaker of the House of Representatives, one of whom shall be
57109 designated co-chair of the task force;

59110 3. Three school dis trict superintendents, appointed by the
60111 State Superintendent of Public Instruction;

62112 4. Two presidents of two -year institutions within The Oklahoma
63113 State System of Higher Education or their designees, appointed by
64114 the Chancellor of Higher Education;

66115 5. Two presidents of comprehensive institutions within The
67116 Oklahoma State System of Higher Education or their designees,
68117 appointed by the Chancellor of Higher Education;

70118 6. Two presidents of regional institutions within The Oklahoma
71119 State System of Higher Educ ation or their designees, appointed by
72120 the Chancellor of Higher Education; and

76149 C. Appointments to the task force shall be made within thirty
77150 (30) days after the effective date of this act. The task fo rce
78151 shall conduct an organizational meeting not later than September 1,
79152 2021.

81153 D. A quorum of the task force shall be required to approve any
82154 final action of the task force. For purposes of this section, eight
83155 members shall constitute a quorum.

85156 E. The task force may meet as often as may be required to
86157 perform the duties imposed upon it.

88158 F. The meetings of the task force shall be subject to the
89159 Oklahoma Open Meeting Act.

93160 G. Members of the task force shall receive no compensation or
94161 travel reimbursement.

96162 H. The Oklahoma State Regents for Higher Education and the
97163 Senate shall provide staff and administrative support for the task

100165 I. The task force shall submit a report of its findings and
101166 recommendations by November 30, 2022, to the Governor, the Pr esident
102167 Pro Tempore of the Senate and the Speaker of the House of
103168 Representatives.

105169 SECTION 2. This act shall become effective July 1, 2021.

107170 SECTION 3. It being immediately necessary for the preservation
108171 of the public peace, health or safety, an emergency is hereby
