20	49		a home team to radio broadcast, video stream and
21	50		provide telegraphic play -by-play accounts of an
22	51		athletic competition if certain condition is met;
23	52		providing for application beginning in cer tain school
24	53		year; clarifying applicability to certain contracts;
25	54		providing for codification; providing an effective
26	55		date; and declaring an emergency.

34	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

36	62		SECTION 1. NEW LAW A ne w section of law to be codified
37	63		in the Oklahoma Statutes as Section 27 -105 of Title 70, unless there
38	64		is created a duplication in numbering, reads as follows:

40	65		A. Notwithstanding any policy of a school athletic association,
41	66		as defined by Section 27 -102 of Title 70 of the Oklahoma Statutes,
42	67		in all regular season high school athletic competitions in this
43	68		state, the visiting team shall have the same rights to radio

45	97		accounts as the home team as long as the visiting team has either:

49	98		1. A valid agreement to broadcast, video stream and/or provide
50	99		telegraphic play-by-play accounts between a media organization and
51	100		the school’s board of education; or

53	101		2. The visiting team has a curricular program for student s that
54	102		typically provides streaming for the team ’s home games.

56	103		B. The provisions of this section shall apply to athletic
57	104		competitions beginning in the 2021 -2022 school year.

59	105		C. The provisions of this section shall apply to contracts for
60	106		the rights to radio broadcast, video stream and provide telegraphic
61	107		play-by-play accounts entered into or renewed on or after the
62	108		effective date of this act.

64	109		SECTION 2. This act shall become effective July 1, 2021.

66	110		SECTION 3. It being immediately necessary for the preservation
67	111		of the public peace, health or safety, an emergency is hereby
68	112		declared to exist, by reason whereof this act shall take effect and
69	113		be in full force from and after its passage and approval.
