5177 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5278 SECTION 1. AMENDATORY 47 O.S. 2011, Section 156, as
5379 amended by Section 2, Chapter 380, O.S.L. 2014 (47 O.S. Supp. 20 20,
5480 Section 156), is amended to read as follows:
5581 Section 156. A. Unless otherwise provided for by law, no state
5682 board, commission, department, institution, official, or employee,
5783 except the following, shall purchase any pa ssenger automobile or bus
5884 with public funds:
5985 1. The Department of Public Safety;
6086 2. The Department of Human Services;
6187 3. The State Department of Rehabilita tion Services;
6288 4. The Department of Wildlife Conservation;

142216 B. 1. The Oklahoma School for the Deaf at Sulphur, the
143217 Oklahoma School for the Bli nd at Muskogee, and any state institution
144218 of higher education m ay purchase, own, or keep if now owned, or
145219 acquire by lease or gift, and use and maintain such sta tion wagons,
146220 automobiles, trucks, or buses as are reasonably necessary for the
147221 implementation of the educational programs of said the institutions.
148222 2. No bus operated, owned, or used by such educational
149223 institutions shall be permitted to carry any person othe r than
150224 students, faculty members, employees , or volunteers of such
151225 institutions. The provi sions of this section shall not be constr ued
152226 to prohibit:
153227 a. the operation of intracampus buses or buses routed
154228 directly between portions of the campus of any
155229 institution not adjacent to each other, nor to
156230 prohibit the collection of fares from such student s,
157231 faculty members, or employees of such institutions,
158232 sufficient in amount to cover the reasonable cost of
159233 such transportation, or
160234 b. the Oklahoma School for the Bl ind or the Oklahoma
161235 School for the Deaf from entering into agreements with
162236 local public school districts pursuant to the
163237 Interlocal Cooperation Act for th e mutual use of the
164238 schools’ and the districts’ vehicles. Such use may
165-include, but is not limited to , the transportation of

193291 students from local school districts with students
194292 from the Oklahoma School for the Blind or the Oklahoma
195293 School for the Deaf in v ehicles owned by the Oklahoma
196294 School for the Blind or the Oklahoma School for the
197295 Deaf when traveling to school-related activities.
198296 C. The J.D. McCarty Center for Children with Developmental
199297 Disabilities, the Oklahoma Department of L ibraries, the Oklahoma
200298 Department of Veterans Affairs, and the Oklahoma Veterans Centers
201299 may own and maintain such passenger vehicles as those institutions
202300 have acquired prior to May 1, 1981.
203301 D. The use of station wagons, automobiles, and buses, other
204302 than as provided for in t his section, shall be permitted only upon
205303 written request for such use by heads of departments of the
206304 institution, approved in writing by the president of said the
207305 institution or by some administrative official of said the
208306 institution authorized by the pre sident to grant said the approval.
209307 Such use shall be permitted only for official institutional business
210308 or activities connected therewith. Such use shall be subject to the
211309 provisions of Section 156.1 of this title forbidding persona l use of
212310 such vehicles, and to the penalties therein declared.
213311 E. Any person convicted of violating the provisions of this
214312 section shall be guilty of a misdemeanor and shall be punished by
215-fine or imprisonment, or both, as provided for in Section 156.1 of
216-this title.

364+fine or imprisonment, or both, as provided for in Section 156.1 of
365+this title.
244366 F. For the purpose of this section and Section 156.3 of this
245367 title, a station wagon is classified as a passenger automobil e and
246368 may not be purchased solely for the use of transporting property.
247369 Such vehicles shall include, but not be limited to, all vehicles
248370 which have no separate luggage compartment or trunk but which do not
249371 have open beds, whether the same are called stati on wagons, vans,
250372 suburbans, town and country, blazers , or any other names. All state
251373 boards, commissions, departments , and institutions may o wn and
252374 maintain station wagons purchased solely for the purpose of
253375 transporting property if acquired prior to July 1, 1985.
254376 G. The provisions of this section and Section 156.1 of this
255377 title shall not apply to public officials who are statewide elected
256378 commissioners or statewide elected officials .
257379 SECTION 2. This act shall become effective November 1, 2021.
