5381 BE IT ENACTED BY THE PE OPLE OF THE STATE OF OKLAHOMA:
5482 SECTION 1. NEW LAW A new section of l aw to be codified
5583 in the Oklahoma Statutes as Section 308b of Title 75, unless there
5684 is created a duplication in numbering, reads as follows:
5785 A. Upon receipt by a state agency of a requirement for an
5886 agency to adopt, follow or otherwise submit to any new federal rule
5987 or regulation or change to an existing federal rule or regulation,
6088 or interpretation of any rule or regulation, that agency shall send
6189 the federal rule or regulation by electronic mail to all members of
6290 the Legislature and the Governor.

90142 B. By the adoption of a joint resolution, the Legislature may
91143 disapprove the implementation of any federal rule or regulation
92144 imposed on a state agency.
93145 C. Unless otherwise authorized by the Legislature, wh enever a
94146 rule or regulation is disapproved as provided in subsection B of
95147 this section, the agency subject to such rules or regulations shall
96148 not have authority to follow, interpret or abide by any require ments
97149 of the rule or regulation as specified by the Legislature. Any
98150 effective rule or regulation which would have been imposed on an
99151 agency when the Legislature was not in session shall be deemed null
100152 and void on the date the Legislature disapproves the rule or
101153 regulation by a resolution as provided for in subsection B of this
102154 section. Federal rules and re gulations imposed on state agencies
103155 may be disapproved in part or in whole by the Legislature. Upon
104156 enactment of any joint resolution disapproving a r ule or regulation,
105157 the agency shall file notice of such legislative disapproval with
106158 the Attorney General.
107159 D. A federal rule or regulation shall be deemed authorized for
108160 state agency compliance, if disappr oved by a joint resolution
109161 pursuant to subsection B of this section which has been vetoed by
110162 the Governor in accordance with Section 11 of Article VI of th e
111163 Oklahoma Constitution and the veto has not been overridden.

139215 E. State agencies and their employees complying with the
140216 provisions of this section shall be exempt from liability pursuant
141217 to Section 155 of Title 51 of the Oklahoma Statutes.
142218 F. Any rights, privileges or interests gained by any person by
143219 operation of a federal rule or regulation applied pri or to the
144220 adoption of a joint resolution pursuant to this section, shall not
145221 be affected by reason of any subsequent disapproval or rejection of
146222 such rule or regulation by either house of the Legislature.
147223 SECTION 2. This act shall become e ffective November 1, 20 21.
