44211 Section 51.1. A. There is hereby created within the Oklahoma
45212 Department of Emergency Manage ment, the Office of Homeland Security .
46213 The Governor Director of the Department shall be the chief officer
47214 of the Office and shall appoint a Homeland Security Director Advisor

52217 determine the salary for the Director Advisor in cooperation with

55220 therefor, or from such other available funds as may be necessary to
56221 carry out the purposes of the Oklahoma Homeland Security Act and

60224 possess or obtain a federally recognized Top Secret Level Clearance
61225 clearances as appropriate to perform the duties of the position .

76264 Retirement System. The Oklahoma Homeland Security Director Advisor
77265 shall be eligible for part icipation in only one retirement system

82-commission the Director of Homeland Security, Advisor and designated

105311 Security pursuant to a n interagency agreement. The Governor shall
106312 designate at which appropriate state agency the Oklahoma Office of
107313 Homeland Security shall be located. That agency shall provide
108314 housing, administrative staff and other support to the Oklahoma
109315 Office of Homeland Security. All positions and personnel of the
110316 Office of Homeland Security shall be exempt from the full -time-
111317 employee limit of the state agency where the Office of Homeland
112318 Security is located.

114319 E. The Oklahoma Office of Homeland Security Director shall have
115320 the duty and responsibility to develop and coord inate the
116321 implementation and administration of a comprehensive statewide
117322 strategy that is integrated into the emergency operation s plan to
118323 secure the State of Oklahoma from the results of acts of terrori sm,
119324 from a public health emergency, from cyberterrori sm, and from
120325 weapons of mass destruction as that term is defined in 18 U.S.C.,
121326 Section 2332a, and to perform other duties assigne d by the Governor
122327 Director. These duties shall include but not be limited to:

124328 1. Representing the State of Oklahoma with fede ral agencies as

143369 consistent with the National Strategy for Homel and Security, as
144370 promulgated by the Office of the President of the United State s, or
145371 its successor plan or plans, the Oklahoma Homeland Security Director

238519 the public safety communications standards issued by the Oklahoma
239520 Office of Homeland Security Department prior to the purchase,
240521 acquisition, development, or enhancement of any public safety
241522 communications system. Local public s afety agencies and political
242523 subdivisions of the state are encouraged, but not required, to
243524 review the provisions of the Statewide Communications
