14955 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
15056 SECTION 1. NEW LAW A new section of law to be codified
15157 in the Oklahoma Statutes as Section 508 of Title 69, unless there is
15258 created a duplication in numbering, reads as follows:
15359 The Department of Transportation s hall have the authority to
15460 make additions to the state highway system without a corresponding
15561 removal of mileage in the following circumstances:
15662 1. The addition of highway miles will improve public safety;
15763 2. There are local, private or other non -state resources
15864 contributed toward the capital costs of the addition;
159-3. Prior to the addition of highway miles, the performance
160-metrics of the regional highway system, developed pursuant to
161-Section 45.3 of Title 62 of the Oklahoma Statutes, are determined by

92+3. Prior to the addition of highway miles, the performance
93+metrics of the regional highway system , developed pursuant to
94+Section 45.3 of Title 62 of the Oklahoma Statutes, are determined by
18895 the Department of Transportation to be adequate in the strategic
18996 goal areas of:
19097 a. achieving and sustaining less than one percent (1%)
19198 structurally deficient bridges ,
19299 b. increasing the percentage of highway lane miles in
193100 good condition,
194101 c. decreasing the miles of rural two-lane roads with
195102 deficient shoulders, as defined in Section 241 of
196103 Title 69 of the Oklahoma Statutes , and
197104 d. decreasing traffic fatalities;
198105 4. The addition of highway miles can be shown to have a
199106 positive local or regional economic impact;
200107 5. The Department determines that the resources required for
201108 long term operation and maintenance exist; and
202109 6. The addition of highway miles is determined to be for the
203110 benefit of the general public.
204111 SECTION 2. This act shall become effec tive November 1, 2021.
