149	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
150	56		SECTION 1. NEW LAW A new section of law to be codified
151	57		in the Oklahoma Statutes as Section 508 of Title 69, unless there is
152	58		created a duplication in numbering, reads as follows:
153	59		The Department of Transportation s hall have the authority to
154	60		make additions to the state highway system without a corresponding
155	61		removal of mileage in the following circumstances:
156	62		1. The addition of highway miles will improve public safety;
157	63		2. There are local, private or other non -state resources
158	64		contributed toward the capital costs of the addition;
159		-	3. Prior to the addition of highway miles, the performance
160		-	metrics of the regional highway system, developed pursuant to
161		-	Section 45.3 of Title 62 of the Oklahoma Statutes, are determined by

	92	+	3. Prior to the addition of highway miles, the performance
	93	+	metrics of the regional highway system , developed pursuant to
	94	+	Section 45.3 of Title 62 of the Oklahoma Statutes, are determined by
188	95		the Department of Transportation to be adequate in the strategic
189	96		goal areas of:
190	97		a. achieving and sustaining less than one percent (1%)
191	98		structurally deficient bridges ,
192	99		b. increasing the percentage of highway lane miles in
193	100		good condition,
194	101		c. decreasing the miles of rural two-lane roads with
195	102		deficient shoulders, as defined in Section 241 of
196	103		Title 69 of the Oklahoma Statutes , and
197	104		d. decreasing traffic fatalities;
198	105		4. The addition of highway miles can be shown to have a
199	106		positive local or regional economic impact;
200	107		5. The Department determines that the resources required for
201	108		long term operation and maintenance exist; and
202	109		6. The addition of highway miles is determined to be for the
203	110		benefit of the general public.
204	111		SECTION 2. This act shall become effec tive November 1, 2021.
