81	81	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
82	82	SECTION 1. NEW LAW A new sectio n of law not to be
83	83	codified in the Oklahoma Statutes reads as follows:
84	84	The Oklahoma Employment Security Commission is authorized an d
85	85	directed to review the unemployment compensation structure in this
86	86	state and to develop a method that ties unemployment ben efits and
87	87	employer contribution rates to the economic conditions and
88	88	employment rates of this state. The Commission is further dir ected
89	89	to evaluate and make recommendations regarding the minimum balance
90	90	amount to be maintained in the Unemployment Insuranc e Trust Fund and
