AS INTRODUCED 
 
An Act relating to the Oklahoma Employment Security 
Commission; directing certain review and evaluation 
of unemployment compensation a nd employer 
contribution rates; directing development of method 
to tie certain benefits and rates to certain economic 
conditions; providing for recommendations for 
determining the Unemployment Insurance Trust F und 
minimum balance and for employer rebates u nder 
certain conditions; requiring certain report by 
certain date; providing for noncodification; and 
directing report dis tribution. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new sectio n of law not to be 
codified in the Oklahoma Statutes reads as follows: 
The Oklahoma Employment Security Commission is authorized an d 
directed to review the unemployment compensation structure in this 
state and to develop a method that ties unemployment ben efits and 
employer contribution rates to the economic conditions and 
employment rates of this state.  The Commission is further dir ected 
to evaluate and make recommendations regarding the minimum balance 
amount to be maintained in the Unemployment Insuranc e Trust Fund and

recommend a method to offer employer rebates when such trust fund 
clearly exceeds the recommended balance of funds available to pay 
unemployment benefits.  A report shall be provided to the Pres ident 
Pro Tempore of the Senate and the Speak er of the House of 
Representatives by January 1, 202 2.
