48	51		certain fees; requiring delivery of title and

56	59		BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA:
57	60		SECTION 1. NEW LAW A new section of law to be codified
58	61		in the Oklahoma Statutes as Section 4009.2 of Title 63, unless there
59	62		is created a duplication in numb ering, reads as follows :
60	63		A. For the purposes of this section , a “salvage vessel” and a
61	64		“salvage outboard motor” means a vessel or outboard motor that is
62	65		being registered for the first time in this state or has not been
63	66		registered in this state within the previous fifteen (15) years, is
64	67		greater than twenty (20) years of age and has a fair cash value of

91	95		less than Four Hundred Dollars ( $400.00), as prescribed by the
92	96		Oklahoma Tax Commission .
93	97		B. An individual in possession of a salvage vessel or salvage
94	98		outboard motor may submit an application for a certificate of
95	99		salvage title. The application for a certificate of salvage title
96	100		and registration for a vessel or an outboard motor shall be upon a
97	101		form furnished by the Oklahoma Tax Commission and shall contain:
98	102		1. A full description o f the vessel or outboard motor;
99	103		2. The manufacturer’s serial and model number or other
100	104		identification number;
101	105		3. The length of the ves sel;
102	106		4. Any distinguishing marks;
103	107		5. A bill of sale that contains the seller ’s name and address,
104	108		or a written statement from the applicant explaining the location or
105	109		the person from which the vessel or outboard motor was acquired;
106	110		6. Whether the vessel is a documented vessel and the number
107	111		assigned to such vessel; and
108	112		7. Such other information as the Commission may r equire.
109	113		C. In the absence of a dealer ’s or manufacturer’s number, the
110	114		Commission may assign such iden tifying number to the vessel , or
111	115		outboard motor, which shall be permanently stamped, burned or
112	116		pressed into or attached onto such vessel , or outboard motor.
113	117		D. The fees for certificate of salvag e titles shall be:

140	145		1. Two Dollars and twenty -five cents ($2.25) for each
141	146		certificate of salvage title for any vessel or motor issued , which
142	147		charge shall be in addition to any excise taxes or fees imp osed by
143	148		law for such vessel or motor. One Dollar ($1.00) of each such fee
144	149		shall be deposited in the Oklahoma Tax Commission Reimbursement
145	150		Fund;
146	151		2. Two Dollars and twenty-five cents ($2.25) for a duplicate
147	152		certificate of salvage title, which shall be in addition to any
148	153		other fees imposed by this section. One Dollar ($1.00) of such fee
149	154		shall be deposited in the Oklahoma Tax Commission Reimbursement
150	155		Fund;
151	156		3. Eight Dollars ($8.00) for each security interest recorded on
152	157		a certificate of salvage title, which shall be in addition to any
153	158		other fees imposed by this s ection;
154	159		4. One Dollar ($1.00) for each copy of certificate of salvage
155	160		title information;
156	161		5. Two Dollars ($2.00) for each certified copy of certificate
157	162		of salvage title; and
158	163		6. Two Dollars ($2.00) for each security interest recorded on a
159	164		certificate of salvage title.
160	165		E. When an application for a new certificate of salvage title
161	166		or duplicate certificate of title for a vessel or motor is made to
162	167		the Commission or one of its motor license agents, an application
163	168		fee in the amount of One Dollar and twenty -five cents ($1.25) for

190	196		the issuance of such certificate of title shall be charged and
191	197		collected.
192	198		F. Upon payment of all fees and taxes, a certificate of salvage
193	199		title, a certificate of registration and, for a salvage vessel, two
194	200		registration decals or, for a salvage outboard motor, one
195	201		registration decal shall be delivered to the applicant. Provided,
196	202		yearly decals shall be issued for salvage vessels and salvage
197	203		outboard motors titled and registered to the Department o f Public
198	204		Safety. Salvage vessels and salvage outboard motors shall be
199	205		subject to the regist ration requirements of the Oklahoma Vessel and
200	206		Motor Registration Act.
201	207		SECTION 2. This act shall become effective November 1, 2021.
