An Act relating to the certificates of salvage title; 
adding definition; authorizing application for 
certificate of salvage title; specifying conditions 
for application; specifying content of application; 
authorizing the Oklahoma Tax Commission to require 
information; authoriz ing the Commission to as sign 
identifying number; providing salvage title and 
application fees; providing for distributions of 
certain fees; requiring delivery of title and 
registration; requiring compliance with certain 
registration requirements; providing for 
codification; and providing an effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STAT E OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 4009.2 of Title 63, unless there 
is created a duplication in numb ering, reads as follows : 
A.  For the purposes of this section , a “salvage vessel” and a 
“salvage outboard motor” means a vessel or outboard motor that is 
being registered for the first time in this state or has not been 
registered in this state within the previous fifteen (15) years, is 
greater than twenty (20) years of age and has a fair cash value of

less than Four Hundred Dollars ( $400.00), as prescribed by the 
Oklahoma Tax Commission . 
B.  An individual in possession of a salvage vessel or salvage 
outboard motor may submit an application for a certificate of 
salvage title. The application for a certificate of salvage title 
and registration for a vessel or an outboard motor shall be upon a 
form furnished by the Oklahoma Tax Commission and shall contain: 
1.  A full description o f the vessel or outboard motor; 
2.  The manufacturer’s serial and model number or other 
identification number; 
3.  The length of the ves sel; 
4.  Any distinguishing marks; 
5.  A bill of sale that contains the seller ’s name and address, 
or a written statement from the applicant explaining the location or 
the person from which the vessel or outboard motor was acquired; 
6.  Whether the vessel is a documented vessel and the number 
assigned to such vessel; and 
7.  Such other information as the Commission may r equire. 
C.  In the absence of a dealer ’s or manufacturer’s number, the 
Commission may assign such iden tifying number to the vessel , or 
outboard motor, which shall be permanently stamped, burned or 
pressed into or attached onto such vessel , or outboard motor. 
D. The fees for certificate of salvag e titles shall be:

1.  Two Dollars and twenty-five cents ($2.25) for each 
certificate of salvage title for any vessel or motor issued , which 
charge shall be in addition to any excise taxes or fees imp osed by 
law for such vessel or motor. One Dollar ($1.00) of each such fee 
shall be deposited in the Oklahoma Tax Commission Reimbursement 
Fund; 
2.  Two Dollars and twenty-five cents ($2.25) for a duplicate 
certificate of salvage title, which shall be in addition to any 
other fees imposed by this section.  One Dollar ($1.00) of such fee 
shall be deposited in the Oklahoma Tax Commission Reimbursement 
Fund; 
3.  Eight Dollars ($8.00) for each security interest recorded on 
a certificate of salvage title, which shall be in addition to any 
other fees imposed by this s ection; 
4.  One Dollar ($1.00) for each copy of certificate of salvage 
title information; 
5.  Two Dollars ($2.00) for each certified copy of certificate 
of salvage title; and 
6.  Two Dollars ($2.00) for each security interest recorded on a 
certificate of salvage title. 
E.  When an application for a new certificate of salvage title 
or duplicate certificate of title for a vessel or motor is made to 
the Commission or one of its motor license agents, an application 
fee in the amount of One Dollar and twenty -five cents ($1.25) for

the issuance of such certificate of title shall be charged and 
collected. 
F.  Upon payment of all fees and taxes, a certificate of salvage 
title, a certificate of registration and, for a salvage vessel, two 
registration decals or, for a salvage outboard motor, one 
registration decal shall be delivered to the applicant.  Provided, 
yearly decals shall be issued for salvage vessels and salvage 
outboard motors titled and registered to the Department o f Public 
Safety. Salvage vessels and salvage outboard motors shall be 
subject to the registration requirements of the Oklahoma Vessel and 
Motor Registration Act. 
SECTION 2.  This act shall become effective November 1, 2021.
