AS INTRODUCED
An Act relating to the Ethics Commission Act;
amending 74 O.S. 2011, Section 4254, which relates to
prohibition of compensation for lobbying by state
officers or employees; prohibiting use or
authorization to use public funds, property or time
to engage in certain lobbying activities; providing
exception; and providing an effective date .
BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA:
SECTION 1. AMENDATORY 74 O.S. 2011, Section 4254, is
amended to read as follows:
Section 4254. A. No state officer or state empl oyee shall
receive any additional com pensation or reimbursement from any person
for personally engaging in lobbying other than compensation or
reimbursements provided by law for that member ’s job position.
B. No person shall use or authorize the use of pu blic funds,
property or time to engag e in legislative or executive lobbying, as
such terms are defined in the Rules of the Ethics Commission, except
as provided in Section 840-2.5 of this title or in connection with

individual rights set forth in the Unite d States and Oklahoma
Constitutions.
SECTION 2. This act shall become e ffective November 1, 20 21.
