75	75	BE IT RESOLVED BY THE SENATE A ND THE HOUSE OF REPRESENTATIVES OF THE
76	76	1ST SESSION OF THE 58TH OKLAHOMA LEGISLATURE:
77	77	SECTION 1. The Secretary of State shall refer to the people for
78	78	their approval or rejection, as and in the manner p rovided by law,
79	79	the following proposed amendment to Section 4 of Article III of the
80	80	Oklahoma Constitution to read as follows:
81	81	Section 4. A. The Legislature shall prescribe the time and
82	82	manner of holding and conducting all elections, and enact such laws
83	83	as may be necessary to detect and punish fraud in such elections.
84	84	The Legislature may provide by law for the registration of elec tors
85	85	throughout the state and, when it is so provided, no person shall
86	86	vote at any election unless he or she shall have registered
87	87	according to law.

139	139	B. The Legislature shal l prescribe the time and manner at which
140	140	a qualified elector may request and submit an ab sentee ballot and
141	141	have the ballot counted in the precinct in which he or she is
142	142	properly registered, if on the occurrence of any election, the
143	143	elector will be absent from his or her residence or otherwise unable
144	144	to vote at the proper polling place because of:
145	145	1. An occupation or business of the elector that requires him
146	146	or her to be elsewhere;
147	147	2. Illness or physical disability of the elector;
148	148	3. The observance of a r eligious holiday by the elector; or
149	149	4. Election day duties if the elector is a county employee.
150	150	SECTION 2. The Ballot Title for the proposed Constitutional
151	151	amendment as set forth in SECTION 1 of this resolution shall be in
152	152	the following form:

155	155	THE GIST OF THE PROPOSITION IS AS FOLLOWS:
