AS INTRODUCED 
 
A Joint Resolution directing the Secretary of State 
to refer to the people for their approval or 
rejection a proposed amend ment to Section 4 of 
Article III of the Oklahoma Constitution; allowing 
absentee voting only for specified reasons; providing 
ballot title; making language gender neutral; and 
directing filing. 
 
 
 
BE IT RESOLVED BY THE SENATE A ND THE HOUSE OF REPRESENTATIVES OF THE 
1ST SESSION OF THE 58TH OKLAHOMA LEGISLATURE: 
SECTION 1.  The Secretary of State shall refer to the people for 
their approval or rejection, as and in the manner p rovided by law, 
the following proposed amendment to Section 4 of Article III of the 
Oklahoma Constitution to read as follows: 
Section 4. A. The Legislature shall prescribe the time and 
manner of holding and conducting all elections, and enact such laws 
as may be necessary to detect and punish fraud in such elections.  
The Legislature may provide by law for the registration of elec tors 
throughout the state and, when it is so provided, no person shall 
vote at any election unless he or she shall have registered 
according to law.

B.  The Legislature shal l prescribe the time and manner at which 
a qualified elector may request and submit an ab sentee ballot and 
have the ballot counted in the precinct in which he or she is 
properly registered, if on the occurrence of any election, the 
elector will be absent from his or her residence or otherwise unable 
to vote at the proper polling place because of: 
1.  An occupation or business of the elector that requires him 
or her to be elsewhere; 
2.  Illness or physical disability of the elector; 
3. The observance of a r eligious holiday by the elector; or 
4. Election day duties if the elector is a county employee. 
SECTION 2.  The Ballot Title for the proposed Constitutional 
amendment as set forth in SECTION 1 of this resolution shall be in 
the following form:

Legislative Referendum N o. ____ State Question No. ____ 
THE GIST OF THE PROPOSITION IS AS FOLLOWS: 
This measure will amend Section 4 of Article 3 of the Oklahoma 
Constitution.  The measure will allow absentee voting for 
qualified electors only for specific reasons. 
SHALL THE PROPOSAL BE APPROVED?

SECTION 3.  The President Pro Tempore of the Senate shall, 
immediately after the passage of this resol ution, prepare and file 
one copy thereof, including the Ballot Ti tle set forth in SECTION 2 
hereof, with the Secretary of State and one copy wit h the Attorney 
General.
