81	81	BE IT RESOLVED BY THE SENAT E AND THE HOUSE OF REPRESENTATIVES OF THE
82	82	2ND SESSION OF THE 58TH OKLAHOMA LEGISLATURE:
83	83	SECTION 1. The Secretary of State shall refer to the people for
84	84	their approval or rejection, as and in the manner provided by law,
85	85	the following propos ed amendment to Section 4 of Article III of the
86	86	Oklahoma Constitution to read as follows:
87	87	Section 4. A. The Legislature shall prescribe the time and
88	88	manner of holding and conducting all elections, and enact such laws
89	89	as may be necessary to detect and punish fraud in such el ections.
90	90	The Legislature may provide by law for the registration of e lectors

142	142	throughout the state and, when it is so provided, no person shall
143	143	vote at any election unless he shall have registered according to
144	144	law.
145	145	B. The Secretary of the State Election Board shall direct the
146	146	secretary of a county election board to co nduct a post-election
147	147	audit of general election results for the purpose of maintainin g the
148	148	security of the election system by ensuring that voting devices and
149	149	software used in a particular election correctly ta bulated votes.
150	150	Audits shall be conducted in ten randomly selected counties per
151	151	general election. If a county is randomly selected to co nduct a
152	152	post-election audit, that county shall not be required to conduct
153	153	another audit by random selection until all c ounties have been
154	154	randomly selected to conduct aud its. Any county may be required
155	155	after any election to conduct a post-election audit for good cause.
156	156	C. The method, timing and procedures for conducting a post -
157	157	election audit shall be determined by the Secretary of the State
158	158	Election Board as directed by laws enacted by the Legislature . The
159	159	secretary of a county election board shall report the findings of a
160	160	post-election audit to the Secretary of the State Election Board,
161	161	and such report shall be availa ble to the public.
162	162	SECTION 2. The Ballot Title for the proposed Constitutional
163	163	amendment as set forth in SECTION 1 of this resolution shall be in
164	164	the following form:

218	218	THE GIST OF THE PROPOSITION IS AS FOLLOWS:
219	219	This measure amends Section 4 of Article 3 of the Oklahoma
220	220	Constitution. The measure will require post-election audits in
221	221	10 randomly selected cou nties after every general election to
222	222	preserve the security of the electi on system. The measure
223	223	allows audits in any county for good cause. The measure gives
224	224	the Legislature the authority to en act laws about the method,
225	225	timing, and procedures of post-election audits. The measure
226	226	requires audit reports to be available to the public.
