38	64		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA:

40	65		SECTION 1. NEW LAW A new se ction of law to be codified
41	66		in the Oklahoma Statutes as Section 110.5 of Title 74, unless there
42	67		is created a duplication in numbering, reads a s follows:

44	68		A. There is hereby continued a Jim Thorpe Repair Expenditure
45	69		Oversight Committee originally created in Section 382 of Title 73 of
46		-	the Oklahoma Statutes. The authorized distributions from the Legacy ENR. H. B. NO. 1033 (1ST EX. SESS.) Page 2

	96	+	the Oklahoma Statutes. The authorized distributions from the Legacy
47	97		Capital Financing Fund as described in Enrolled House Bill No. 1011
48	98		of the 1st Extraordinary Session of the 59th Oklahoma Legislature
49	99		that are needed for repairs to the interior and e xterior of the Jim
50	100		Thorpe Office Building shall be subject to the approva l of the Jim
51	101		Thorpe Repair Expenditure Oversight Committee; provided, however,
52	102		the expenditure of those p roceeds shall be subject to a request for
53	103		proposal process.

55	104		The Committee shall be composed of nine (9) members as follows:

57	105		1. Three persons to be app ointed by the Governor, one of whom
58	106		shall serve as chair of the Committee;

60	107		2. Three legislators to be appointed by the Speaker of the
61	108		Oklahoma House of Representatives, two of whom shall be members of
62	109		the majority political party and one of whom shall be a member of
63	110		the minority political party; and
64		-
65	111		3. Three legislators to be appointed by the President Pro
66	112		Tempore of the Oklahoma State Senate, two of whom shall be members
67	113		of the majority political party and one of whom shall be a member of
68	114		the minority political party. Five members of the Committee shall
69	115		constitute a quorum and the vote of five members shal l be necessary
70	116		for any action taken by the Committee. The Committee shall be
71	117		staffed by employees of the Office of Mana gement and Enterprise
72	118		Services. The Committee shall be subject to the Oklahoma Open
73	119		Meeting Act.

75	146		B. The Committee shall deliver a prel iminary plan for the
76	147		renovation, repair, and remodeling of the Jim Thorpe Office Building
77	148		to the Director of the Office of Manag ement and Enterprise S ervices
78	149		no later than December 31, 2022. The preliminary plan shall include
79	150		the following components:

81	151		1. Establishment of the Office of Management and Enterprise
82	152		Services' goal and criteria for use by the vendor; and
83		-
84	153		2. Selection criteria for the design -build team vendor to be
85	154		selected through a Request for Proposal process.

87	155		C. Following receipt of the pre liminary plan as approved by the
88	156		Committee, the Office of Management and Enter prise Services shall
89	157		solicit Requests for Proposals to select the vendor for the project.

91	158		D. The Committee shall deliver a final plan to the Director of
92	159		the Office of Management and Enterprise Services no later than Ju ne
93	160		30, 2023. The final plan shall include the following components:

95	161		1. Approval of the final scope of work developed by the vendor;

98	163		2. Approval of the project phasing developed by the vendor.

100	164		E. Following delivery of the final plan, the Committee s hall
101	165		continue to oversee the expendit ure of proceeds from the sale of
102	166		obligations issued pursuant to the prov isions of this section until
103	167		completion of the renovation, repair, and remodeling of the Jim
104	168		Thorpe Office Building. The Committee may also propos e and approve
105	169		amendments to the plan as it deems appropriate.

111	199		G. The continuation of the Committee, as provided in this act,
112	200		shall be interpreted to result in no disruption to the current
113	201		operations and structure of the Committee.

115	202		SECTION 2. It being immediately necessary for the p reservation
116	203		of the public peace, health or safety, an emergency is hereby
117	204		declared to exist, by reason whereof this act shall take effect and
118	205		be in full force from and after its passage an d approval.
