38	63		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

40	64		SECTION 1. NEW LAW A n ew section of law not to be
41	65		codified in the Oklahoma Statutes reads as follows:

43	66		A. There is hereby created until November 30, 202 4, the Veteran
44	67		Suicide Prevention Task Force to study and make recommendations
45	68		regarding the causes and prevention of suicides among veterans in

48	97		B. The task force shall be comprised of nine (9) members to be
49	98		appointed as follows:

51	99		1. One member who is a veteran appointed by the Oklahoma
52	100		Veterans Commission;

54	101		2. One member appointed by the Speaker of the House of
55	102		Representatives;

57	103		3. One member appointed by the Minority Leader of the House of
58	104		Representatives;

60	105		4. One member appointed by the President Pro Tempor e of the
61	106		Senate;

63	107		5. One member appointed by the Minority Leader of the Senate;

65	108		6. One member who is a veteran appointed by the Commissioner of
66	109		the Oklahoma Department of Mental Health and Substance Abuse
67	110		Services;

69	111		7. One member employed by the Oklahoma State Department of
70	112		Health appointed by the Commissioner of Health;

72	113		8. One member employed by the Oklahoma Department of Veterans
73	114		Affairs appointed by the Executive Director of the Oklahoma
74	115		Department of Veterans Affairs ; and

76	116		9. One member who is a veteran app ointed by the Governor.

78	117		C. Appointments to the task force shall be made within sixty
79	118		(60) days after the effective date of this act. The appointing
80	119		authorities shall coordinate their appointments to reflect the best
81	120		interests of veterans of this state. To the extent practicable, the

82	148		appointing authorities shall appoint a veteran to serve on the task
83	149		force.

85	150		D. The task force shall conduct an organizational meeting not
86	151		later than November 1, 2023. A chair and vice chair shall be
87	152		selected to serve by the membership of the task force at the
88	153		organizational meeting. The task force may meet as often as may be
89	154		required to perform the duties imposed upon it.

91	155		E. The task force shall organiz e and prioritize its objectives.
92	156		The task force may coordinate, communicat e, and collaborate with
93	157		state and federal agencies, nonprofit organizations, public and
94	158		private health care entities, and state educational institutions
95	159		regarding issues associate d with veteran suicide.

97	160		F. A quorum of the task force shall be requ ired to approve any
98	161		final action of the t ask force. For purposes of this section, five
99	162		(5) members shall constitute a quorum.

101	163		G. The meetings of the task force shall be subject to the
102	164		Oklahoma Open Meeting Act.

104	165		H. Members of the task force shall receive no compensation or
105	166		travel reimbursement.

107	167		I. The Oklahoma Department of Veterans Affairs and the House of
108	168		Representatives shall provide staff and administrative support for
109	169		the task force.

111	170		J. The task force shall su bmit a report of its findings and
112	171		recommendations no later than November 30, 2024, to the Speaker of
