53	50		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54	51		SECTION 1. NEW LAW A new section of law to b e codified
55	52		in the Oklahoma Statutes as Section 157 of Title 4, unless there is
56	53		created a duplication in numberin g, reads as follows:
57	54		Any state agency that owns, operates or leases land in this
58	55		state that is utilized for livestock grazing or the respective
59	56		lessee shall be responsible for enclosing by fence or other suitable
60	57		means any portion of su ch land where livest ock is meant to be
61	58		contained. The state agency or respective lessee shall also be
62	59		responsible for maint aining or ensuring the maintenance of th e fence
63	60		or enclosure. The state agency may enter into a material and labor
64	61		cost-sharing contract with adjacent landowners, provided that the
