3166 BE IT ENACTED BY THE PEOPLE O F THE STATE OF OKLAHOMA:

3367 SECTION 1. AMENDATORY 20 O.S. 2021, Section 106.9, as
3468 amended by Section 1, Chapter 271, O.S.L. 2022 (20 O.S. Supp. 2022,
3569 Section 106.9), is amended to read as f ollows:

3796 Section 106.9 A. Each court reporter regula rly engaged by the
3897 district court, the Workers’ Compensation Court of Existing Claims,
3998 or the Corporation Commission shall be paid a salary pur suant to the
4099 salary schedule established by the annual appropriation for the
41100 district courts and Corporation Comm ission and in accordance with
42101 the job description for the position to which appointed. For fiscal
43102 year 2023 and each fiscal year thereafter , each court reporter shall
44103 receive an annual salary of Fifty-three Thousand Dollars
45104 ($53,000.00).

47105 B. In addition to their base salaries, official court reporters
48106 who are certified or licensed shorthand reporters and those acting
49107 shorthand reporters pursuant to paragraph c 3 of Section 106.3B of
50108 this title shall be paid annually the sum of Four Hundred Dollars
51109 ($400.00) for each year of service to the district court, the
52110 Workers’ Compensation Court, the Workers’ Compensation Court of
53111 Existing Claims and the Cor poration Commission, with a maximum of
54112 twenty (20) years of service only to be used for the purpose of
55113 longevity, not to exceed Eight Thousand Dollars ($8,000.00) per
56114 year, payable monthly. For the purpose of payment for longevity,
57115 “years of service” is defined as all years served as a certified or
58116 licensed court reporter in the district court, the Workers ’
59117 Compensation Court, the Workers’ Compensation Court of Existing
60118 Claims and the Corporation Commission after June 30, 1978. Such

65148 C. In addition to their base salaries, official court reporters
66149 eligible for longevity payments pursuant to subsection B of this
67150 section shall be paid an annual equipment allowanc e of Three
68151 Thousand Dollars ($3,000.00). Payments for such allowance shall be
69152 made on July 1 of each year following completion of the first year
70153 of service as defined in subsection B of this section.

72154 D. In addition to their base salaries, official court reporters
73155 who are certified shorthand reporters shall be paid the following:

75156 1. The sum of One Thousand Five Hundred Dollars ($1,500.00) Two
76157 Thousand Dollars ($2,000.00) per year, payable monthly, to any
77158 official court reporter who is a Registered Professional Reporter
78159 (RPR), as recognized by the State Board of Examiners of Certified
79160 Shorthand Reporters. To qualify as a RPR, an official court
80161 reporter shall have a proficiency level in reporting testimony and
81162 proceedings of a speed of not less than two hundred twenty-five
82163 (225) words per minute in taking a question-and-answer-type
83164 dictation, two hundred (200) words per minute in taking a jury
84165 charge and one hundred eighty (180) words per minute in taking
85166 literary material, shall pass a Written Knowledge Test with a score
86167 of at least seventy percent (70%), all as determined by an
87168 examination recognized by the Board, and shall complete thirty (30)

91197 2. The sum of One Thousand Five Hundred Dollars ($1,500.00) Two

93199 official court reporter who is a Registered Merit Reporter (RMR), as
94200 recognized by the State Board of Exami ners of Certified Shorthand
95201 Reporters. To qualify as a RMR, an official court reporter shall
96202 have a proficiency level in repor ting testimony and proceedings of a
97203 speed of not less than two hundred sixty (260) words per minute in
98204 taking a question-and-answer-type dictation, two hundred forty (240)
99205 words per minute in taking a jury charge and two hundred (200) words
100206 per minute in taking literary material, shall pass a Written
101207 Knowledge Test with a score of at least seventy percent (70%), all
102208 as determined by an examination recognized by the Board, and shall

114244 4. The sum of One Thousand Five Hundred Dollars ($1,500.00) Two

123252 one certification shall be compensated in the ad ditional amounts
124253 specified in paragraphs 1 through 4 of this subsection for each
125254 certification up to a maximum of Six Thousand Dollars ($6,000.00)

129257 D. E. Court reporters temporarily employed by the district
130258 court, Workers’ Compensation Court of Existing Claims, or
131259 Corporation Commission shall be compensa ted by the court fund of the
132260 court which they serve at a rate to be set by such court. In
133261 addition, court reporters temporarily employed pursuant to this
134262 subsection who are required by th e terms of their employment to

136264 for mileage actually and nece ssarily traveled to and from the place

362+SECTION 4. AMENDATORY 20 O.S. 2021, Section 106.9, as

400+B. In addition to their base salaries, official court reporters

402+shorthand reporters pursuant to paragraph c of Section 106.3B of
403+this title shall be paid annually the sum of Four Hundred Dollars
404+($400.00) for each year of service to the district court, the
405+Workers' Compensation Court, the Workers' Compensation Court of
406+Existing Claims and the Cor poration Commission, with a maximum of
407+twenty (20) years of service only to be used for the purpose of
408+longevity, not to exceed Eight Thousand Dollars ($8,000.00) per

518+D. Court reporters temporarily employed by the district court,

551+and necessarily traveled to and fr om the place of attendance at a

553+Travel Reimbursement Act for state employees. Any travel
554+reimbursement shall be paid from the court fund of the court where
555+the service of the temporarily employed court reporter is prov ided.
556+SECTION 2. NEW LAW A new section of law to be codified
557+in the Oklahoma Statutes as Section 106.9A -1 of Title 20, unless
558+there is created a duplication in numbering, reads as follows:
559+A. The Administrative Director of the Courts may use available
560+funds for the acquisition and proper maintenance of court reporter
561+equipment including software .
562+B. Any equipment provided to a court reporter pursuant to the
563+provisions of this section which is lost shall be replaced not later
564+than thirty (30) days after the loss occurs and no state funds shall
565+be used for such replacement .
566+SECTION 3. This act shall become effective November 1, 2023.
