45	42		An Act relating to firearms; amending 63 O.S. 2021,
46	43		Section 4210.3, which relates to the Oklahoma Boating
47	44		Safety Regulation Act; mo difying scope of certain
48	45		unlawful act; removing mandatory minimum penalties;
49	46		deleting provision concerning the transport of
50	47		handguns by licensees; and providing an effective

57	54		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
58	55		SECTION 1. AMENDATORY 63 O.S. 2021, Section 4210.3, is
59	56		amended to read as follows:
60	57		Section 4210.3 It shall be unlawful to transport a shotgun,
61	58		rifle or pistol in or to discharge such weapons a firearm from a
62	59		vessel, except for the purposes of self-defense, hunting animals or
63	60		fowl, and in compliance with existing state and federal laws.
64	61		Anyone violating the provisions of this section, upon conviction,
65	62		shall be guilty of a misdemeanor and shall be punished by a fine of
66	63		not less than Fifty Dollars ($50.00) and not more than One Hundred
	64	+	Dollars ($100.00), or by imprisonment in the county jail for not

95	91		less than ten (10) days and not more than six (6) three (3) months,
96	92		or by both such fine and impris onment. Any person in possession of
97	93		a valid handgun license from this state or a reciprocal state
98	94		authorized by the Oklahoma Self -Defense Act shall not be deemed
99	95		guilty of transporting a pistol in violation of this section when a
100	96		handgun is carried concea led or unconcealed upon or about their
101	97		person in compliance with the provisions of the Oklahoma Self-
102	98		Defense Act.
103	99		SECTION 2. This act shall become eff ective November 1, 2023.
