56	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57	62		SECTION 1. NEW LAW A new section of law to be codified
58	63		in the Oklahoma Statutes as Section 570 of Title 59, unless there is
59	64		created a duplication in numberi ng, reads as follows:
60	65		As used in this section:
61	66		1. "Advanced Practice Registered Nurse" means a licensed
62	67		Registered Nurse:
63		-	a. who has completed an Advanced Practice Registered
64		-	Nursing education program in preparation for one of

	96	+	Nursing education program in preparation for one of
91	97		four recognized Advanced Practice Registered Nurse
92	98		roles,
93	99		b. who has passed a national cer tification examination
94	100		recognized by the Board that measures the Advanced
95	101		Practice Registered Nurse role and specialty
96	102		competencies and who maintains recertification in the
97	103		role and specialty th rough a national certification
98	104		program,
99	105		c. who has acquired advanced clinical knowledge and
100	106		skills in preparation for providing both direct and
101	107		indirect care to patients; however, the defining
102	108		factor for all Advanced Practice Registered Nurses is
103	109		that a significant component of the education and
104	110		practice focuses on d irect care of individuals,
105	111		d. whose practice builds on the competencies of
106	112		Registered Nurses by demon strating a greater depth and
107	113		breadth of knowledge, a greater synthesis of data, and
108	114		increased complexity of skills and interventions, and
109	115		e. who has obtained a license as an Advance d Practice
110	116		Registered Nurse in one of the following roles:
111	117		Certified Registered Nurse Anesthetist, Certified
112		-	Nurse-Midwife, Clinical Nurse Specialist, or Certified
113		-	Nurse Practitioner;

	145	+	Nurse-Midwife, Clinical Nurse Specialist, or Certified
	146	+	Nurse Practitioner.
140	147		2. "Medicaid" means the medical assistance program authorized
141	148		by 42 U.S.C., Section 1396a et seq. The program provides medical
142	149		benefits for certain low-income persons. It is jointly administered
143	150		by the federal and state governments;
144	151		3. "Primary care providers " means a provider under contract
145	152		with the Oklahoma Health Care A uthority to provide primary care
146		-	services and case ma nagement, including ~~all~~ medically necessary
	153	+	services and case ma nagement, including al l medically-necessary
147	154		referrals; and
148	155		4. "SoonerCare" means the Medicaid program administ ered by the
149	156		Oklahoma Health Care Authority.
150	157		SECTION 2. NEW LAW A new section of law to be codified
151	158		in the Oklahoma Statutes as Section 570.1 of Title 59, unless there
152	159		is created a duplication in numbering, reads as follows:
153	160		A. Except as otherwise provided by subsection B of this
154	161		section, Advanced Practice Registered Nurses may serve as primary
155	162		care providers to as many as Two Thousand Five Hundred (2,500)
156	163		SoonerCare members.
157	164		B. The director of the Oklahoma Health Care Authority shall
158	165		have the discretion to waive the numerical limit otherwise
159	166		prescribed by subsection A of this section.
160	167		SECTION 3. It being immediately necessary for the preservation
161	168		of the public peace, health or safety, an emergency is hereby
162		-	declared to exist, by reason whereof this act shall take effect and
163		-	be in full force from and after its passage and approval.
