5661 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5762 SECTION 1. NEW LAW A new section of law to be codified
5863 in the Oklahoma Statutes as Section 570 of Title 59, unless there is
5964 created a duplication in numberi ng, reads as follows:
6065 As used in this section:
6166 1. "Advanced Practice Registered Nurse" means a licensed

63-a. who has completed an Advanced Practice Registered

9197 four recognized Advanced Practice Registered Nurse

9399 b. who has passed a national cer tification examination
94100 recognized by the Board that measures the Advanced
95101 Practice Registered Nurse role and specialty
96102 competencies and who maintains recertification in the
97103 role and specialty th rough a national certification
98104 program,
99105 c. who has acquired advanced clinical knowledge and
100106 skills in preparation for providing both direct and
101107 indirect care to patients; however, the defining
102108 factor for all Advanced Practice Registered Nurses is
103109 that a significant component of the education and
104110 practice focuses on d irect care of individuals,
105111 d. whose practice builds on the competencies of
106112 Registered Nurses by demon strating a greater depth and
107113 breadth of knowledge, a greater synthesis of data, and
108114 increased complexity of skills and interventions, and
109115 e. who has obtained a license as an Advance d Practice
110116 Registered Nurse in one of the following roles:
111117 Certified Registered Nurse Anesthetist, Certified
112-Nurse-Midwife, Clinical Nurse Specialist, or Certified

145+Nurse-Midwife, Clinical Nurse Specialist, or Certified
146+Nurse Practitioner.
140147 2. "Medicaid" means the medical assistance program authorized
141148 by 42 U.S.C., Section 1396a et seq. The program provides medical
142149 benefits for certain low-income persons. It is jointly administered
143150 by the federal and state governments;
144151 3. "Primary care providers " means a provider under contract
145152 with the Oklahoma Health Care A uthority to provide primary care
146-services and case ma nagement, including all medically necessary
153+services and case ma nagement, including al l medically-necessary
147154 referrals; and
148155 4. "SoonerCare" means the Medicaid program administ ered by the
149156 Oklahoma Health Care Authority.
150157 SECTION 2. NEW LAW A new section of law to be codified
151158 in the Oklahoma Statutes as Section 570.1 of Title 59, unless there
152159 is created a duplication in numbering, reads as follows:
153160 A. Except as otherwise provided by subsection B of this
154161 section, Advanced Practice Registered Nurses may serve as primary
155162 care providers to as many as Two Thousand Five Hundred (2,500)
156163 SoonerCare members.
157164 B. The director of the Oklahoma Health Care Authority shall
158165 have the discretion to waive the numerical limit otherwise
159166 prescribed by subsection A of this section.
160167 SECTION 3. It being immediately necessary for the preservation
161168 of the public peace, health or safety, an emergency is hereby
162-declared to exist, by reason whereof this act shall take effect and
163-be in full force from and after its passage and approval.
