AS INTRODUCED 
 
An Act relating to schools; defining terms; requiring 
school district board of educatio n to permit a 
private school student to enroll on a part-time 
basis; granting preference to private school students 
who meet residency requirements; providing for 
promulgation of rules; providing for codification; 
providing an effective date; and declaring an 
emergency. 
 
 
 
 
BE IT ENACTED BY THE PEO PLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1-114.3 of Title 70, unless 
there is created a duplication in numbering, reads as follows: 
A.  As used in this section: 
1.  "Private school student" means any student who is enrolled 
in a private school or receiving education by other means pursuant 
to Section 10-105 of Title 70 of the Oklahoma Statutes; and 
2.  "Part-time basis" means a student who is enrolled in one or 
more courses, services, or activities of a public school on a less 
than full-time basis.

B.  The board of education of a school district shall permit , in 
the same manner as public school students pursuant to Section 1-114 
of Title 70 of the Oklahoma Statutes, the enrollment of a private 
school student on a part -time basis.  Preference shall be given to 
part-time students who are otherwise eligible for full -time 
enrollment in the school district due to residency requirements. 
C.  The State Board of Ed ucation may promulgate rules to 
implement the provisions of this section. 
SECTION 2.  This act shall become effective July 1, 2023. 
SECTION 3.  It being immediately ne cessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and after its passage and approval.
