1443 An Act relating to public health and safety ; amending
1544 63 O.S. 2021, Section 1-2733, which relates to mental

2753 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

2954 SECTION 1. AMENDATORY 63 O.S. 2021, Section 1 -2733, is
3055 amended to read as follows:

3256 Section 1-2733. There is hereby created i n the State Treasury a
3357 revolving fund for the State Department of Mental Health and
3458 Substance Abuse to be designated the "Mental Health Loan Repayment
3559 Revolving Fund Behavioral Health Workforce Development Fund ". The
3660 fund shall be a continuing fund, not s ubject to fiscal year
3761 limitations, and shall consist of all monies deposited to the credit
3862 of the fund by law. All monies accruing to the credit of the fund
3963 are hereby appropriate d and may be budgeted and expended by the
4064 State Department of Mental Health and Substance Abuse Ser vices for

4192 the purpose of repaying mental health and substance treatment
4293 provider student loans, increasing the number of psychiatric
4394 residencies, expanding l icensure cohorts to increase the number of
4495 clinicians at master's level and above, and developing training,
4596 recruitment and supervision capacity. Expenditures from the fund
46-shall be made upon warrants issued by the State Treasurer against ENR. H. B. NO. 2175 Page 2
97+shall be made upon warrants issued by the State Treasurer against
4798 claims filed as prescribed by law with the Director of the Office of
4899 Management and Enterprise Services f or approval and payment .

50100 B. The State Department of Mental Health and Substance Abuse
51101 Services shall make every attempt to work with health care loan
52102 repayment programs operated by other states, tribal , and federal
53103 agencies, including applying for matchin g federal grants, with the
54104 goal of maximizing and coordinating resources to fill gaps in loan
55105 repayment availability for critically -needed mental health
56106 professions.

58107 C. The Department of Mental Health and Substa nce Abuse Services
59108 shall promulgate rules to effectuate the provisi ons of this section.
