An Act relating to public health and safety ; amending 
63 O.S. 2021, Section 1-2733, which relates to mental 
health loan repayment revolving fund; renaming the 
revolving fund; expanding the purpose of the fund; 
requiring application for funding from other state, 
tribal, and federal funding; directing promulgation 
of rules; and providing an effective date. 
 
 
 
 
SUBJECT: Public health and safety 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
 
SECTION 1.     AMENDATORY     63 O.S. 2021, Section 1 -2733, is 
amended to read as follows: 
 
Section 1-2733. There is hereby created i n the State Treasury a 
revolving fund for the State Department of Mental Health and 
Substance Abuse to be designated the "Mental Health Loan Repayment 
Revolving Fund Behavioral Health Workforce Development Fund ".  The 
fund shall be a continuing fund, not s ubject to fiscal year 
limitations, and shall consist of all monies deposited to the credit 
of the fund by law.  All monies accruing to the credit of the fund 
are hereby appropriate d and may be budgeted and expended by the 
State Department of Mental Health and Substance Abuse Ser vices for 
the purpose of repaying mental health and substance treatment 
provider student loans , increasing the number of psychiatric 
residencies, expanding l icensure cohorts to increase the number of 
clinicians at master's level and above, and developing training, 
recruitment and supervision capacity.  Expenditures from the fu nd 
shall be made upon warrants issued by the State Treasurer against  ENR. H. B. NO. 2175 	Page 2 
claims filed as prescribed by law with the Director of the Office of 
Management and Enterprise Services f or approval and payment . 
 
B.  The State Department of Mental Health and Substance A buse 
Services shall make every attempt to work with health care loan 
repayment programs operated by other states, tribal , and federal 
agencies, including applying for matchin g federal grants, with the 
goal of maximizing and coordinating resources to fill gaps in loan 
repayment availability for critically -needed mental health 
professions. 
 
C.  The Department of Mental Health and Substa nce Abuse Services 
shall promulgate rules to effectuate the provisi ons of this section. 
 
SECTION 2.  This act shall become effective November 1, 2023.  ENR. H. B. NO. 2175 	Page 3
