5758 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5859 SECTION 1. NEW LAW A new section of law to be codified
5960 in the Oklahoma Statutes as Section 5060.45 of Title 74, unless
6061 there is created a duplication in numberin g, reads as follows:
6162 A. There is hereby established the Oklahoma Accelerator Program
6263 at the Oklahoma Center for Advancement of Science and Technology , to
6364 be administered by the Center as a continuation of the accelerat or
6465 program previously administered by the Oklahoma Department of
6566 Commerce. The program shall utilize appropriated funding to

93+leverage private capital for the purpose of stimulating growth of
9494 early-stage startup companies throughout the state by connecting
9595 such companies with the global entrepreneurial ecosystems required
9696 to enhance business talent and investment opportunities.
9797 B. There is hereby created in the State Treasury a revolving
9898 fund for the Oklahoma Center for Adva ncement of Science and
9999 Technology to be designated the "Oklahoma Accelerator Revolving
100100 Fund". The fund shall be a continuing fund, not subject to fiscal
101101 year limitations. The fund shall consist of all monies authorized
102102 by law for deposit in such fund inclu ding, but not limited to gifts,
103103 grants, private donations, private equity contributions, and fee
104104 revenues and funds by government entities authorized to provide
105105 funding for the purposes authorized for the use of the fund. All
106106 monies accruing to the credit of said fund are hereby appro priated
107107 and may be budgeted and expen ded by the Oklahoma Center for the
108108 Advancement of Science and Technology for purpose s authorized by law
109109 to implement the Oklahoma Accelerator Program. Expenditures from
110110 said fund shall be made upon warrants issued by t he State Treasurer
111111 against claims filed as prescribed by law with the Director of the
112112 Office of Management and Enterpris e Services for approval and
113113 payment.
114114 SECTION 2. This act shall become effective July 1, 2023.
115115 SECTION 3. It being immediately necessary for the preservation
116116 of the public peace, health or safety, an emergency is hereby
