57	58		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
58	59		SECTION 1. NEW LAW A new section of law to be codified
59	60		in the Oklahoma Statutes as Section 5060.45 of Title 74, unless
60	61		there is created a duplication in numberin g, reads as follows:
61	62		A. There is hereby established the Oklahoma Accelerator Program
62	63		at the Oklahoma Center for Advancement of Science and Technology , to
63	64		be administered by the Center as a continuation of the accelerat or
64	65		program previously administered by the Oklahoma Department of
65	66		Commerce. The program shall utilize appropriated funding to
66		-	leverage private capital for the purpose of stimulating growth of

	93	+	leverage private capital for the purpose of stimulating growth of
94	94		early-stage startup companies throughout the state by connecting
95	95		such companies with the global entrepreneurial ecosystems required
96	96		to enhance business talent and investment opportunities.
97	97		B. There is hereby created in the State Treasury a revolving
98	98		fund for the Oklahoma Center for Adva ncement of Science and
99	99		Technology to be designated the "Oklahoma Accelerator Revolving
100	100		Fund". The fund shall be a continuing fund, not subject to fiscal
101	101		year limitations. The fund shall consist of all monies authorized
102	102		by law for deposit in such fund inclu ding, but not limited to gifts,
103	103		grants, private donations, private equity contributions, and fee
104	104		revenues and funds by government entities authorized to provide
105	105		funding for the purposes authorized for the use of the fund. All
106	106		monies accruing to the credit of said fund are hereby appro priated
107	107		and may be budgeted and expen ded by the Oklahoma Center for the
108	108		Advancement of Science and Technology for purpose s authorized by law
109	109		to implement the Oklahoma Accelerator Program. Expenditures from
110	110		said fund shall be made upon warrants issued by t he State Treasurer
111	111		against claims filed as prescribed by law with the Director of the
112	112		Office of Management and Enterpris e Services for approval and
113	113		payment.
114	114		SECTION 2. This act shall become effective July 1, 2023.
115	115		SECTION 3. It being immediately necessary for the preservation
116	116		of the public peace, health or safety, an emergency is hereby
