5455 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5556 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as
5657 amended by Section 51, Chapter 228, O.S.L. 2022 (70 O.S. Supp. 2022,
5758 Section 11-103.6), is amended to read as follows:
5859 Section 11-103.6 A. 1. The State Board of Education shall
5960 adopt subject matter standards for i nstruction of students in the
6061 public schools of this state that are necessa ry to ensure there is
6162 attainment of desired levels of c ompetencies in a variety of areas
6263 to include language, mathematics, science, social studies,
6364 communication, and health and phy sical education.

9092 2. School districts shall develop and implement curriculu m,
9193 courses and instruction in order to ensure that stud ents meet the
9294 skills and competencies as set fo rth in this section and in the
9395 subject matter standards adopted by the State Bo ard of Education.
9496 3. All students shall gain literacy at the elementary an d
9597 secondary levels. Students shall develop skills in r eading,
9698 writing, speaking, computing and critic al thinking. For purposes of
9799 this section, critical thinking means a manner of analytical
98100 thinking which is logical and uses linear factual analysis to r each
99101 a conclusion. They shall learn about cultures and environments -
100102 their own and those of others w ith whom they share the earth. All
101103 students shall receive the instruction need ed to lead healthy and
102104 physically active lifestyles. Students, therefore, shall study
103105 social studies, literature, languages, the arts, health, mathematics
104106 and science. Such cu rricula shall provide for the teaching of a
105107 hands-on career exploration program in cooperation with technology
106108 center schools.
107109 4. The subject matter stan dards shall be designed to teach the
108110 competencies for which students shall be tested as provided in
109111 Section 1210.508 of this title, and shall be designed to prepare all
110112 students for active citizenship, employment and/or successful
111113 completion of postseconda ry education without the need for remedial
112114 coursework at the postsecondary level.

139142 5. The subject matt er standards shall be designed with rigor as
140143 defined in paragraph 3 of subsecti on G of this section.
141144 6. The subject matter standards for English Language Arts shall
142145 give Classic Literature and nonfiction lite rature equal
143146 consideration to other literature. In addition, emphasis shall be
144147 given to the study of complete works of litera ture.
145148 7. At a minimum, the subject matter standards for mathematics
146149 shall require mastery of the standard algorithms in mathemati cs,
147150 which is the most logical, efficient way of solving a problem that
148151 consistently works, and for students to attain fluency in Euclidian
149152 geometry.
150153 8. The subject matter standards for history, social studies and
151154 United States Government shall include stu dy of important historical
152155 documents, including the United States Constitution, Declaration of
153156 Independence, Emancipation Proc lamation, Federalist Papers and other
154157 documents with significant history an d heritage of the United
155158 States, and the content of the United States naturalization test,
156159 with an emphasis on the specific content of the test and the ideas
157160 and concepts it referen ces. Beginning with the 2022 -2023 school
158161 year, the United States naturaliz ation test shall be administered in
159162 accordance with subsection F of this section.
160163 9. The subject matt er standards for United States Government
161164 shall include an emphasis on civics, the structure and relationship
162165 between the national, state, county and loca l governments and

190194 section, "civics" means the study of the rights and duties of
191195 Oklahoma and United States citizens and of how those governments
192196 work.
193197 10. The subject matter standards for he alth and physical
194198 education shall include but not be li mited to the domains of
195199 physical, emotional, so cial and intellectual health. Health
196200 literacy shall include the ability to obt ain, process and understand
197201 basic health information and services needed to make appropriate
198202 health decisions. Health shall also include the importance of
199203 proper nutrition and exercise, mental health and wellness, substance
200204 abuse, coping skills for unders tanding and managing trauma,
201205 establishing and maintaining positive relation ships and responsible
202206 decision making. Physical litera cy shall include the ability to
203207 move with competence and confidence in a wide variety of physical
204208 activities in multiple envir onments that benefit the healthy
205209 development of the whole person.
206210 B. Subject to the provisions of subsection C of this section,
207211 in order to graduate from a public high school a ccredited by the
208212 State Board of Education with a standard diploma, students sha ll
209213 complete the following college preparatory/work -ready curriculum
210214 units or sets of competencies at the secondary level:

289295 and business computer applications, such as word processing,
290296 databases, spreadsheets, and graphics, excluding keyboarding or
291297 typing courses;
292298 6. One additional unit or set of competencies selected from
293299 paragraphs 1 through 5 of th is subsection or career and technology
294300 education courses, concurrently enrolled courses, Advanced Placement
295301 courses or International Baccalaureate courses approved for college
296302 admission requirements; a nd
297303 7. One unit or set of competencies of fine arts, su ch as music,
298304 art, or drama, or one unit or set of competencies of speech , or one
299305 unit or set of competencies of agricultural power and technology,
300306 agricultural communications , or agricultural horticult ure offered by
301307 a comprehensive high school career and technology education program.
302308 C. In lieu of the requirements of subsection B of this section
303309 which requires a college preparatory/work -ready curriculum, a
304310 student may enroll in th e core curriculum as provided in subsection
305311 D of this section upon written approval of the parent or legal
306312 guardian of the student. For students under the age of eighteen
307313 (18), school districts shall require a parent or legal guardian of
308314 the student to meet with a designee of the school prior to
309315 enrollment in the core curriculum. The S tate Department of
310316 Education shall develop and distribute to school districts a form

338345 benefits to students o f completing the college preparatory/work -
339346 ready curriculum as provided for in subse ction B of this section.
340347 D. For those students subject to the requirements of subsection
341348 C of this section, in order to graduate from a public high school
342349 accredited by the State Board of Education with a standard diploma,
343350 students shall complete the foll owing core curriculum units or sets
344351 of competencies at the secondary level:
345352 1. Language Arts – Four units or sets of competencies , to
346353 consist of one unit or set of competen cies of grammar and
347354 composition, and three units or sets of competencies which may
348355 include, but are not limited to, the following courses:
349356 a. American Literature,
350357 b. English Literature,
351358 c. World Literature,
352359 d. Advanced English Courses, or
353360 e. other English courses with content and/or rigor equal
354361 to or above grammar and composition;
355362 2. Mathematics – Three units or sets of competencies to consist
356363 of one unit or set of competencies of Algebra I or Algebra I taught
357364 in a contextual methodology, and two units or sets of competencies
358365 which may include, but are not limited to, the following cours es:
359366 a. Algebra II,

401409 credentials shall be reviewed annually and updated at
402410 least every three (3) years by the Board,
403411 h. (1) contextual mathematics courses which enhance
404412 technology preparation, or
405413 (2) a science, technology, engineering and math
406414 (STEM) block course meeting the requirements for
407415 course competencies listed in paragraph 2 of
408416 subsection B of this section, whether taught at

590602 E. 1. In addition to the curriculum requirements of either
591603 subsection B or D of this section, in order to gradua te from a
592604 public high school accredited by the State Board of Education
593605 students shall complete the requirements for a personal financial
594606 literacy passport as set forth in the Passport to Financial Literacy
595607 Act and any additional course requirements or rec ommended elective
596608 courses as may be est ablished by the State Board of Education and
597609 the district school board. School districts shall strongly
598610 encourage students to complete two units or sets of competencies of
599611 world languages and two units or sets of com petencies of physical
600612 and health education.
601613 2. No student shall receive credit for high school graduation
602614 more than once for completion of the same unit or set of
603615 competencies to satisfy the curriculum requirement s of this section.
604616 3. A school district s hall not be required to offer every
605617 course listed in subsections B and D of this section but shall offer
606618 sufficient courses to allow a student to meet the graduation
607619 requirements during the secondary grade years of the student.
608620 F. 1. In addition to the c urriculum requirements of either
609621 subsection B or D of this section, beginning with ninth graders in

636649 the 2021-22 school year, in order to graduate from a p ublic high
637650 school accredited by the State Board of Education , students shall
638651 pass the United States na turalization test pursuant to the
639652 provisions of this subsection.
640653 2. School districts shall offer the United States
641654 naturalization test to students at lea st once per school year,
642655 beginning as early as eighth grade at the discretion of the school
643656 district; provided, any student may retake the ex am upon request,
644657 and as often as desired, until earning a passing score. For
645658 purposes of this subsection, a passin g score shall be 60 out of 100
646659 questions.
647660 3. School districts shall exempt students with disabilities
648661 whose individualized education program (IEP), consistent with state
649662 law, indicates that the student is to be assessed with alternate
650663 achievement standard s through the Oklahoma Alternate Assessment
651664 Program (OAAP).
652665 G. For purposes of this section:
653666 1. "Contextual methodology" means academic content and skills
654667 taught by utilizing real -world problems and projects in a way that
655668 helps students understand the ap plication of that knowledge;
656669 2. "Qualified agricultural edu cation courses" means courses
657670 that have been determined by the State Board of Edu cation to offer
658671 the sets of competencies for one or more science content areas and
659672 which correspond to academic sci ence courses. Qualified

687701 to, Horticulture, Plant and Soil Science, Natural Resources and
688702 Environmental Science, and Animal Science. The courses shall be
689703 taught by teachers certified in agri cultural education and comply
690704 with all rules of the Oklahoma Department of Career and Technology
691705 Education;
692706 3. "Rigor" means a level of diff iculty that is thorough,
693707 exhaustive and accurate and is appropriate for the grade level;
694708 4. "Sets of competencies " means instruction in those skills and
695709 competencies that are specified in the subject matter standards
696710 adopted by the State Board of Educatio n and other skills and
697711 competencies adopted by the Board, without regard to specified
698712 instructional time; and
699713 5. "Unit" means a Carnegie Unit as defined by the North Central
700714 Association's Commission on Schools.
701715 H. 1. The State Board of Education shall a dopt a plan to
702716 ensure that rigor is maintained in the content, teaching
703717 methodology, level of expectations for stud ent achievement, and
704718 application of learning in all the cour ses taught to meet the
705719 graduation requirements as specified in this section.
706720 2. The State Board of Education shall allow as much flexibility
707721 at the district level as is possible without diminishi ng the rigor
708722 or undermining the intent of providing these co urses. To accomplish
709723 this purpose, the St ate Department of Education shall work with

736751 school districts in reviewing and approving courses taught by
737752 districts that are not specifically listed in su bsections B and D of
738753 this section. Options may include, but shall not be limited to,
739754 courses taken by concurrent enrollment, advanced placem ent, or
740755 correspondence, or courses bearing different titles.
741756 3. The State Board of Education shall approve an adva nced
742757 placement computer science course to meet the requireme nts of course
743758 competencies listed in parag raph 2 of subsection B of this section
744759 if the course is taken in a student 's senior year and the student is
745760 concurrently enrolled in or has successfully c ompleted Algebra II.
746761 4. Technology center school districts may offer programs
747762 designed in cooperation with institutions of higher education which
748763 have an emphasis on a focused field of career study upon approval of
749764 the State Board of Education and the ind ependent district board of
750765 education. Students in the tenth grade may be allowed to attend
751766 these programs for up to one-half (1/2) of a scho ol day and credit
752767 for the units or sets of competencies required in paragraphs 2, 3
753768 and 6 of subsection B or D of t his section shall be given if the
754769 courses are taught by a te acher certified in the secondary subject
755770 area; provided, credit for units or sets of competencies pursuant to
756771 subsection B of this section shall be approved for college admission
757772 requirements.
758773 5. If a student enrolls in a concurrent course, the school
759774 district shall not be responsible for any cos ts incurred for that

788804 student to receive the courses needed to meet the graduation
789805 requirements of this section. If the school district does not offer
790806 the necessary course selection during the student 's secondary grade
791807 years, it shall be responsible for the cost of resident tuiti on at
792808 an institution in The Oklahoma State System of Higher Education,
793809 fees, and books for the concurr ent enrollment course, and providing
794810 for transportation to and from the institution to the school site.
795811 It is the intent of the Legislature that for stude nts enrolled
796812 in a concurrent enrollment course which is paid for by the school
797813 district pursuant to th is paragraph, the institution charge on ly the
798814 supplementary and special service fees that are directly related to
799815 the concurrent enrollment course and enr ollment procedures for that
800816 student. It is further the inte nt of the Legislature that fees for
801817 student activities and student service facili ties, including the
802818 student health care and cultural and recreational service fees, not
803819 be charged to such students .
804820 6. Credit for the units or sets of competencies required in
805821 subsection B or D of this section shall be given when such units or
806822 sets of competencies are taken prior to ninth grade if the teachers
807823 are certified or authorized to teach the subjects for hig h school
808824 credit and the required rigor is maintained.

835852 7. The three units or sets of competencies in m athematics
836853 required in subsection B or D of this section shall be completed in
837854 the ninth through twelfth grades. If a student completes any
838855 required courses or sets of competencies in mathematics prior to
839856 ninth grade, the student may take any other mathem atics courses or
840857 sets of competencies to fulfill the requirement to complete three
841858 units or sets of competencies in grades nine through twelve after
842859 the student has satisfied the requirements of subsection B or D o f
843860 this section.
844861 8. All units or sets of c ompetencies required for graduation
845862 may be taken in any sequence recommended by the school district.
846863 I. As a condition of receiving accreditation from th e State
847864 Board of Education, all students in grades nine thro ugh twelve shall
848865 enroll in a minimum of si x periods, or the equivalent in block
849866 scheduling or other scheduling structure that allows for instruction
850867 in sets of competencies, of rigorous academic a nd/or rigorous
851868 vocational courses each day, which may includ e arts, vocal and
852869 instrumental music, spee ch classes, and physical education classes.
853870 J. 1. Academic and vocational -technical courses designed to
854871 offer sets of competencies integrated or embedde d within the courses
855872 that provide for the teaching and learn ing of the appropriate skills
856873 and knowledge in the subject matter standards, as adopted by the
857874 State Board of Education, may, upon approval of the Board, in
858875 consultation with the Oklahoma Departme nt of Career and Technology

893911 academic credit and toward meeting the graduation requirements of
894912 this section.
895913 3. Internet-based courses or vocational -technical courses
896914 utilizing integrated or embedded skills for which no subject matter
897915 standards have been adopted by the State Board of Education may be
898916 approved by the Board , in consultation with the Oklahoma Depart ment
899917 of Career and Technology Education if the courses are offered at a
900918 technology center school district, if such courses incorporate
901919 standards of nationally recognized professional organizations and
902920 are taught by certified teachers.
903921 4. Courses offered b y a supplemental education organization
904922 that is accredited by a national accrediting body and that are
905923 taught by a certified teacher and provide for the t eaching and
906924 learning of the appropriate skills and knowledge in the subject
907925 matter standards may, upon approval of the State Board of Education
908926 and the school district board of education, be counted for academic

937956 K. The State Board of Education shall provide an option for
938957 high school graduation based upon attainment of the desired levels
939958 of competencies as required in tests pursuant to the provisions of
940959 Section 1210.508 of this title. S uch option shall be in lieu of the
941960 amount of course credits earned.
942961 L. The State Board of Education s hall prescribe, adopt and
943962 approve a promotion system based on the attainment by students of
944963 specified levels of competencies in each area of the core
945964 curriculum.
946965 M. Children who have individualized education progr ams pursuant
947966 to the Individuals with Disab ilities Education Act (IDEA), and who
948967 satisfy the graduation requirements through the individualized
949968 education program for that student shall be awarded a standard
950969 diploma.
951970 N. Students who enter the ninth grade in or prior to the 2007-
952971 08 school year who a re enrolled in an alternative education program
953972 and meet the requirements of their plans leading to high school
954973 graduation developed pursuant to Section 1 210.568 of this title
955974 shall be awarded a standard diploma.
956975 O. Any student who completes the curriculu m requirements of the
957976 International Baccalaureate Diploma Program shall be awarded a
958977 standard diploma.

9851005 P. Any student who successfully completes an advan ced
9861006 mathematics or science course offered pursuant to Sectio n 1210.404
9871007 of this title shall be granted academic credit toward meeting the
9881008 graduation requirements pursuant to paragraph 2 or 3, as
9891009 appropriate, of subsection B or D of this section.
9901010 Q. For purposes of this section, the courses approved for
9911011 college admission requirements shall be courses which are approved
9921012 by the Oklahoma State Regents for Higher Education for admission to
9931013 an institution within The Oklahoma State System of Higher Education.
9941014 R. Students who have been denied a standard diploma by the
9951015 school district in which the student is or was enrolled for failing
9961016 to meet the requirements of this section may re -enroll in the school
9971017 district that denied the student a standard diploma following t he
9981018 denial of a standard diploma. The student shall be provi ded
9991019 remediation or intervention and the op portunity to complete the
10001020 curriculum units or sets of competencies required by this section to
10011021 obtain a standard diploma. Students who re -enroll in the school
10021022 district to meet the graduation requirements of this s ection shall
10031023 be exempt from the hourly ins tructional requirements of Section 1 -
10041024 111 of this title and the six -period enrollment requirements of this
10051025 section.
10061026 S. The State Department of Education s hall collect and report
10071027 data by school site and district on the number of students who
