4040 An Act relating to schools; defining term; directing

4343 digital citizenship, internet safety, and media
4444 literacy; establishing deadline for best practices
4545 and recommendations; requiring Department to c onsult
4646 with certain experts; providing minimum criteria for
4747 best practices; including certain recommendations;
4848 requiring annual review by school district of certain
4949 policies and procedures ; establishing criteria for
5050 annual review; authorizing promulgation of rules;

5858 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5959 SECTION 1. NEW LAW A new section of law to be codified
6060 in the Oklahoma Statutes as Section 11-301 of Title 70, unless there
6161 is created a duplication in numbering, reads as follows:
6262 A. As used in this section, "digital citizenship" means the
6363 norms of appropriate, responsible, and healthy behavior related to
6464 current technology use, including digital and media literacy,
6565 ethics, etiquette, and security. Digital citizenship also includes
6666 the ability to access, analyze, evaluate, develop, produce, and

9494 prevention and response.
9595 B. By December 1, 2023, the State Department of Ed ucation, in
9696 consultation with experts in digital citizenship, internet safety,
9797 and media literacy, shall develop best practices and recommendations
9898 for instruction in digital citizenship, internet safety, and media
9999 literacy.
100100 C. Best practices developed b y the Department shall include, at
101101 a minimum:
102102 1. Information that provides guidance a bout thoughtful, safe,
103103 and strategic uses of online and other media resources ; and
104104 2. Instruction on how to apply critical thinking skills when
105105 consuming and producing inf ormation online.
106106 D. Recommendations from the Department may include:
107107 1. Revisions to the subject matter standards for educational
108108 technology;
109109 2. School district processes necessary to develop customized
110110 district policies and procedures on electronic resources and
111111 internet safety; and
112112 3. Best practices, resources, and models for instruction in
113113 digital citizenship, internet safety, and media literacy.
114114 E. Beginning in the 2024 -2025 school year, a school district
115115 shall annually review its policy and procedures on electronic

142142 resources and internet safety. A s part of the review, the school
143143 district shall:
144144 1. Involve a representation of students, parents or guardians,
145145 teachers, librarians, other school employees, administrators, and
146146 community representatives with experience or expertise in digital
147147 citizenship, media literacy, and internet safety issues;
148148 2. Consider existing school district resources; and
149149 3. Consider best practices, resources, and models for instruction
150150 in digital citizenship, inter net safety, and media literacy, including
151151 methods to involve parents or guardians.
152152 F. The Department may promulgate rules to implement the provisions
153153 of this section.
154154 SECTION 2. This act shall become effective November 1, 2023.
