41	41	State Department of Educat ion to develop best
42	42	practices and recommendations for instruction in
43	43	digital citizenship, internet safety, and media
44	44	literacy; establishing deadline for best practices
45	45	and recommendations; requiring Department to c onsult
46	46	with certain experts; providing minimum criteria for
47	47	best practices; including certain recommendations;
48	48	requiring annual review by school district of certain
49	49	policies and procedures ; establishing criteria for
50	50	annual review; authorizing promulgation of rules;
51	51	providing for codificatio n; and providing an

58	58	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
59	59	SECTION 1. NEW LAW A new section of law to be codified
60	60	in the Oklahoma Statutes as Section 11-301 of Title 70, unless there
61	61	is created a duplication in numbering, reads as follows:
62	62	A. As used in this section, "digital citizenship" means the
63	63	norms of appropriate, responsible, and healthy behavior related to
64	64	current technology use, including digital and media literacy,
65	65	ethics, etiquette, and security. Digital citizenship also includes
66	66	the ability to access, analyze, evaluate, develop, produce, and

93	93	interpret media, as well as internet safety and cyberbullying
94	94	prevention and response.
95	95	B. By December 1, 2023, the State Department of Ed ucation, in
96	96	consultation with experts in digital citizenship, internet safety,
97	97	and media literacy, shall develop best practices and recommendations
98	98	for instruction in digital citizenship, internet safety, and media
99	99	literacy.
100	100	C. Best practices developed b y the Department shall include, at
101	101	a minimum:
102	102	1. Information that provides guidance a bout thoughtful, safe,
103	103	and strategic uses of online and other media resources ; and
104	104	2. Instruction on how to apply critical thinking skills when
105	105	consuming and producing inf ormation online.
106	106	D. Recommendations from the Department may include:
107	107	1. Revisions to the subject matter standards for educational
108	108	technology;
109	109	2. School district processes necessary to develop customized
110	110	district policies and procedures on electronic resources and
111	111	internet safety; and
112	112	3. Best practices, resources, and models for instruction in
113	113	digital citizenship, internet safety, and media literacy.
114	114	E. Beginning in the 2024 -2025 school year, a school district
115	115	shall annually review its policy and procedures on electronic

142	142	resources and internet safety. A s part of the review, the school
143	143	district shall:
144	144	1. Involve a representation of students, parents or guardians,
145	145	teachers, librarians, other school employees, administrators, and
146	146	community representatives with experience or expertise in digital
147	147	citizenship, media literacy, and internet safety issues;
148	148	2. Consider existing school district resources; and
149	149	3. Consider best practices, resources, and models for instruction
150	150	in digital citizenship, inter net safety, and media literacy, including
151	151	methods to involve parents or guardians.
152	152	F. The Department may promulgate rules to implement the provisions
153	153	of this section.
154	154	SECTION 2. This act shall become effective November 1, 2023.
