63	62		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
64	63		SECTION 1. NEW LAW A new section of law to be codified
65	64		in the Oklahoma Statutes as Section 11-103.5a of Title 70, unless
66	65		there is created a duplication in numbering, reads as follows:
67	66		A. There is hereby created until November 1, 2024, a task force
68	67		to study and make recommendations to modernize the high school
69	68		graduation requirements in Oklahom a.

97	95		B. The task force shall be comprised of fourteen (14) members
98	96		to be appointed as follows:
99	97		1. The Chancellor of Higher Education or a designee;
100	98		2. The State Superintendent of Public Instruction or a
101	99		designee;
102	100		3. The Director of the Oklahoma Department of Career and
103	101		Technology Education or a designee;
104	102		4. The Common Education Committee Chair of the House of
105	103		Representatives or designee;
106	104		5. The Higher Education and Career Tech Committee chair of the
107	105		House of Representatives o r designee;
108	106		6. The Education Committee Chair of the Senate or designee;
109	107		7. A president of a two-year institution within The Oklahoma
110	108		State System of Higher Education or a designee, appointed by the
111	109		Chancellor of Higher Education;
112	110		8. A president of a comprehensive institution within The
113	111		Oklahoma State System of Higher Education or a designee, appointed
114	112		by the Chancellor of Higher Education;
115	113		9. A public school superintendent of a rural school district ,
116	114		appointed by the Speaker of the Oklahoma House of Representati ves;
117	115		10. A public school superintendent of an urban school district,
118	116		appointed by the President Pro Tempore of the Oklahoma State Senate;

146	143		11. A superintendent of a technology center school appointed by
147	144		the Director of the Oklahoma Department of Career and Technology
148	145		Education;
149	146		12. A member of a statewide organizatio n representing public
150	147		school teachers appointed by the Speaker of the Oklahoma House of
151	148		Representatives;
152	149		13. A member of a statewide organization representing public
153	150		school administrators appointed by the President Pro Tempore of the
154	151		Oklahoma State Senate; and
155	152		14. A member of a statewide organization representing publi c
156	153		school boards of education appointed by the Gov ernor.
157	154		C. Appointments to the task force shall be made within thirty
158	155		(30) days after the effective date of this act. The task force
159	156		shall conduct an organizational meeting no later than September 1,
160	157		2023. The task force shall select a chair and vice -chair at the
161	158		organization meeting.
162	159		D. A quorum of the task force shall be required to approve any
163	160		final action of the task force. For purposes of this sectio n, eight
164	161		members shall constitute a quorum.
165	162		E. The task force may meet as often as may be required to
166	163		perform the duties imposed upon it.
167	164		F. The meetings of the task force shall be subject to the
168	165		Oklahoma Open Meeting Act.

196	192		G. Members of the task force shall receive no compensation or
197	193		travel reimbursement.
198	194		H. The Oklahoma State Regents for Higher Education and the
199	195		Oklahoma House of Representatives shall provide staff and
200	196		administrative support for the task force.
201	197		I. The task force shall submit a report of its findings and
202	198		recommendations by November 1, 2024, to the Governor, the President
203	199		Pro Tempore of the Oklahoma State Senate and the Speaker of the
204	200		Oklahoma House of Representatives.
205	201		SECTION 2. This act shall become effective July 1, 2023.
206	202		SECTION 3. It being immediately necessary for the preservation
207	203		of the public peace, health or safety, an emergency is hereby
208	204		declared to exist, by reason whereof thi s act shall take effect and
209	205		be in full force from and after it s passage and approval.
