6362 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6463 SECTION 1. NEW LAW A new section of law to be codified
6564 in the Oklahoma Statutes as Section 11-103.5a of Title 70, unless
6665 there is created a duplication in numbering, reads as follows:
6766 A. There is hereby created until November 1, 2024, a task force
6867 to study and make recommendations to modernize the high school

9795 B. The task force shall be comprised of fourteen (14) members

9997 1. The Chancellor of Higher Education or a designee;

103101 Technology Education or a designee;
104102 4. The Common Education Committee Chair of the House of
105103 Representatives or designee;
106104 5. The Higher Education and Career Tech Committee chair of the
107105 House of Representatives o r designee;
108106 6. The Education Committee Chair of the Senate or designee;
109107 7. A president of a two-year institution within The Oklahoma
110108 State System of Higher Education or a designee, appointed by the
111109 Chancellor of Higher Education;
112110 8. A president of a comprehensive institution within The
113111 Oklahoma State System of Higher Education or a designee, appointed
114112 by the Chancellor of Higher Education;
115113 9. A public school superintendent of a rural school district ,
116114 appointed by the Speaker of the Oklahoma House of Representati ves;
117115 10. A public school superintendent of an urban school district,
118116 appointed by the President Pro Tempore of the Oklahoma State Senate;

146143 11. A superintendent of a technology center school appointed by
147144 the Director of the Oklahoma Department of Career and Technology
148145 Education;
149146 12. A member of a statewide organizatio n representing public
150147 school teachers appointed by the Speaker of the Oklahoma House of
151148 Representatives;
152149 13. A member of a statewide organization representing public
153150 school administrators appointed by the President Pro Tempore of the
154151 Oklahoma State Senate; and
155152 14. A member of a statewide organization representing publi c
156153 school boards of education appointed by the Gov ernor.
157154 C. Appointments to the task force shall be made within thirty
158155 (30) days after the effective date of this act. The task force
159156 shall conduct an organizational meeting no later than September 1,
160157 2023. The task force shall select a chair and vice -chair at the
161158 organization meeting.
162159 D. A quorum of the task force shall be required to approve any
163160 final action of the task force. For purposes of this sectio n, eight
164161 members shall constitute a quorum.
165162 E. The task force may meet as often as may be required to
166163 perform the duties imposed upon it.
167164 F. The meetings of the task force shall be subject to the
168165 Oklahoma Open Meeting Act.

196192 G. Members of the task force shall receive no compensation or
197193 travel reimbursement.
198194 H. The Oklahoma State Regents for Higher Education and the
199195 Oklahoma House of Representatives shall provide staff and
200196 administrative support for the task force.
201197 I. The task force shall submit a report of its findings and
202198 recommendations by November 1, 2024, to the Governor, the President
203199 Pro Tempore of the Oklahoma State Senate and the Speaker of the
204200 Oklahoma House of Representatives.
205201 SECTION 2. This act shall become effective July 1, 2023.
206202 SECTION 3. It being immediately necessary for the preservation
207203 of the public peace, health or safety, an emergency is hereby
208204 declared to exist, by reason whereof thi s act shall take effect and
209205 be in full force from and after it s passage and approval.
